Research On Performance Evaluation Of Informatization In Urban Taxi Industry

As the status of taxis in the urban public traffic is becoming increasingly important and the impact of information technology is growing prominent,our government has issued "twelfth five-year" development plan of traffic informatization of highway and waterway.The file has put forward to constructing management information system of taxi service in the city and released two batches of demonstrated cities.Thus,informationization of taxi industry is gradually got attention.However,informationization development of each city's taxi industry is good and bad mixed together.At the same time,research of performance evaluation of taxi industry informationization is greatly scarce.As a result,performance evaluation of urban taxi industry informatization is necessary.Through performance evaluation to excavate problems which exist in the constructed and applied process of taxi industry informatization,it will provide certain scientific guidance and reference of policy making for government departments in the process of informational construction.In the actual application by the horizontal comparison,cities can to learn from each other.Eventually,this will reduce the pressure on urban traffic and make the city better and faster development.Based on defining the related concepts of taxi industry informatization,discussing the composition of informational performance in urban taxi industry,combing with analysis of domestic and foreign present research situation about evaluation of information system,level of urban taxi service and traffic informatization,according to the characteristics of performance evaluation of urban taxi industry informatization and designed principle of evaluation index system,the present situation and the tendency of informatization of urban taxi industry in China as the reality basis,the emphasis of policy and the common indicators which summarized from literature as the theoretical basis,the paper puts forward innovatively to constructing the evaluation index system from four angle which are construction performance,application performance,guarantee ability and comprehensive benefit.Then,with detailed performance analysis,considering the design principle of index system and source of index,evaluation index system is obtained by hierarchical recursive method.After completion of the evaluation index system,it explains the connotation of evaluation indexes quantitatively.Comparative analysis of common method about determined of the weights and evaluation,based on objectification and rationalization of weigh,the article determines the index weight scientifically by using weighed of analytic hierarchy process and entropy value method.Considering the characteristics of evaluation index system and advantages,disadvantages,applicable environment of evaluation method,object,using range of evaluation and other factors,fuzzy comprehensive evaluation method is chose to do evaluation.Index data of multiple cities are collected.Weights are calculated by weighed of analytic hierarchy process and entropy value method.Evaluation standard is determined by connotation of indicators,standards in the relevant policy documents and statistical data of informational performance evaluation index in urban taxi industry.Beijing is chose as empirical research object.Its index rating is obtained by evaluation standard.Through carrying on the comprehensive evaluation,the study analyzes the evaluation results to come up with targeted and feasible policy suggestions for government.
