The Research On Development Of Characteristic Town Construction In Shandong Province

Urbanization level in China has finished the urbanization process,which takes several hundred years for western countries,only within over 30 years from 17.8%in 1978 to 58.2%in 2017.However,after urbanization in China went through rapid development for more than 30 years,land is urbanized excessively,citizen process is lagging seriously and a large number of agricultural transfer population are difficult to integrate into the city;city(town)construction movement is on a grand and spectacular scale,there are cities without"market" and industry;spatial distribution of cities and scale structure are unreasonable which is not matching with resource and environment carrying capacity;natural historical and cultural heritage protection is ineffective,urban and rural construction lacks of characteristics and many other problems appear.Characteristic town can be a functional area in the administrative region of big cities and also can be a central point of villages as a relatively independent cluster area,which becomes a joint point to strengthen urban functions and connect cities and villages.It centralizes development modes of big cities and power demand of rural development and is integrating point of various modes of urbanization.At the same time,special scale of each town is small and problems and contradictions are single,which is convenient for us to find entry point better.Therefore,characteristic towns will be the best breakthrough point to explore new-type urbanization road in China and explore its effective path and experience by practices.Current status about development of characteristic town construction in Shandong is objectively measured and accurately grasped in the paper in perspectives of theoretical analysis and empirical quantification through researching and analyzing important roles of small characteristic town on regional economic development and adjustment of regional industrial structure so as to get rid of previous ambiguous understanding and subjective conjecture.In addition,function and status of small characteristic town in urbanization process is clearly defined so that issues arising in the development of characteristic town construction in Shandong are deeply summarized,which provides reference to reasonably scientifically formulating supporting policies and measures for future government department on promoting sustainable development of small characteristic.According to problems occurring during the construction process of characteristic towns in Shandong Province and based on experience from construction and development of characteristic towns at home and abroad,several suggestions on promoting development of characteristic town were proposed:firstly,highlighting new features and relying on scientific planning to lead the development of characteristic towns;secondly,respecting market law and giving full play to properly handle the relationship between government and market;thirdly,to combine construction for characteristic town and development for country economy to form an excellent interactive relationship between construction for characteristic town and regional economy development;fourthly,improving the financing system and mechanism to expand financial support;fifthly,playing the driving role of talents on characteristic town construction and regional economic development.
