The implementation of the strategy of rural revitalization is a major decision-making made by the party's Nineteenth Congress.It is a major historical task for winning a comprehensive well-to-do society and building a modern socialist country.Realizing the modernization of agriculture and rural areas is the foundation for realizing the country's modernization.At this stage,the problem of inadequate development imbalance in our country is more prominent in the rural areas,mainly reflected in the imperfections of rural infrastructure,outstanding problems in rural ecological environment,etc.The overall level of rural development needs to be improved.The implementation of the strategy of revitalizing villages,laying a solid foundation for poverty alleviation,deepening rural reforms,and promoting all-round development of all undertakings in rural areas means adhering to the dominant position of peasants,improving the quality of peasants' lives,and ensuring that rural residents live and work in peace and contentment.Combining rural revitalization with poverty alleviation,relying on precision poverty alleviation to consolidate and develop rural revitalization is an important condition for the modernization of agriculture and rural areas.Solving the housing conditions of the rural poor is the key point for the party and the country to win the fight against poverty and achieve accurate poverty alleviation.It is also the key to promoting rural economic development and ensuring the harmony and stability of rural society.At present,the renovation of dilapidated houses is the most important way for the government to guide and implement the housing safety problem for the rural poor.Since 2008,the Chinese government has invested a large amount of funds to transform the dilapidated houses that have been seriously affected by disasters in rural areas.However,due to the late start of the research and implementation of the rural housing guarantee and housing assistance system in China,and the complexity of the dilapidated housing renovation work itself.Sex,some problems occurred in the actual transformation process,which affected the efficiency and effectiveness of the implementation of dilapidated housing renovation policies.Affected by funds,technology,and other factors,some rural poverty households still live in dilapidated houses.By studying the factors that affect the willingness of impoverished households in rural areas to participate in dilapidated housing renovation,the problems existing in the renovation of dilapidated buildings and the existing dilapidated housing renovation policies are analyzed.The limitations existed and the corresponding countermeasures and suggestions were proposed to explore new models for solving the housing safety problems of rural poor households.It is very important to improve the living environment of rural poor households,improve the living standards of the rural poor,and accelerate the promotion of accurate poverty alleviation and all-out poverty.Based on the theoretical perspectives of the disadvantaged group theory and the state intervention theory,this article takes the housing situation of the poor households in the five cities(counties)of Heilongjiang Province as an example.Through field surveys and questionnaire surveys,basic data of households' personal characteristics,household conditions and living conditions of the households were obtained.SPSS software was used to collect and process related data.The gender,age,education level,and policies of rural poverty households were analyzed.The understanding and awareness,family size,family annual net income,household non-agricultural employment income ratio,housing construction time,per capita housing area,housing type,etc.,as factors that may affect the willingness of poor rural households to participate in dilapidated housing renovation,analyzes various factors.The actual impact of farmers' willingness to participate in dilapidated housing renovation.In response to the problems arising from the renovation of dilapidated houses and the limitations of the existing dilapidated housing renovation policies,it is proposed to broaden the channels for farmers to increase income and grant farmers more property rights,fully mobilize the enthusiasm of farmers for participating in dilapidated housing renovation,strengthen policy publicity and information statistics for farmers,and increase subsidies and supervision efforts should be made to construct and improve the measures for housing assistance,with a view to providing some ideas for resolving housing safety problems for rural poor households,smoothly advancing poverty alleviation and alleviating poverty,and building a rural housing guarantee and assistance system.
