The Research Of Countermeasures On Promoting Targeted Poverty Alleviation In Northwestern Liaoning Province

Since the 18 th National Congress of Chinese Communist Party,President Xi Jinping has put forward the policy of targeted poverty alleviation and proposed a new concept to face poverty alleviation.Poverty alleviation has become the bottom line of tasks and symbolic indicator for China to build a well-off society in an all-round way.Comprehensively promoting the smooth progress of targeted poverty alleviation is an important measure for China to eliminate poverty and achieve common prosperity.The natural conditions in northwestern Liaoning Province are special with heavy ecological pressures,many poor people,and complex causes of poverty,which results in it has become the main battlefield for targeted poverty alleviation in Liaoning.Therefore,it is of great practical significance to study and promote the targeted poverty alleviation in northwestern Liaoning.Based on the in-depth study of existing relevant literature,the concept and content of targeted poverty alleviation are defined in this paper.Taking Marx's theory of anti-poverty,the idea of poverty alleviation by several generations of CCP leaders,and Xi's thought of targeted poverty alleviation as the guide,drawing lessons from the practical experience of overseas poverty alleviation and targeted poverty alleviation in other areas of China,and combining with the special situation of northwestern Liaoning,the author analyzes the poverty situation here.Based on the actual situation in northwestern Liaoning,after sorting out typical cases of targeted poverty alleviation in northwestern Liaoning which includes the current situation that the tourism industry drives targeted poverty alleviation,the agricultural industry drives targeted poverty alleviation,and leading enterprises drive targeted poverty alleviation,the author conducts an in-depth investigation into the practice of targeted poverty alleviation in northwestern Liaoning.Specific methods such as comparative research and statistical analysis are used in the investigation.Targeting the problems in the course of targeted poverty alleviation in northwestern Liaoning,such as the guarantee of poverty alleviation,the main body of poverty alleviation,and the objects of poverty alleviation target,a variety of perfect ideas of targeted poverty alleviation have been constructed,and related suggestions have been proposed,including improving identification accuracy,increasing the methods of poverty alleviation,implementing the responsibilities for poverty alleviation,strengthening performance evaluation of poverty alleviation,giving full play to corporate social responsibilities,training skills,rewarding diligence and punishing laziness,and strengthening education promotion,which provides a new idea for the successful implementation of targeted poverty alleviation and deepens the application of targeted poverty alleviation in practice in northwestern Liaoning.
