Research On The Choice And Development Of Rural Industry

Industry was important support for rural economic and social development,and it was an inherent requirement for sustainable development in rural areas.The Nineteenth National Congress put forward the strategy of “rejuvenating the countryside” and promoted the overall development of the rural areas through industrial prosperity.At present,there were still many problems in the development of rural industry.There was a lack of scientific planning guidance for the development of rural industry.The difference between urban industrial structure and rural industrial structure was huge.The selection criteria of urban industry couldn't provide effective guidance for rural industry.It was of great practical significance to build the selection model of rural leading industries under the scale of village and optimize them.This paper reviewed the evolution of China's rural industry,discussed the current status of rural industry development and existing problems,summarized the characteristics of different rural industrial development models in China,and discussed the main subject of industrial selection and development.Use Delphi and analytic hierarchy process to build an indicator system for the selection of the leading industries in rural areas.By using the indicator system model,the selection and optimization of the leading industries in the countryside was adopted.Then put forward reasonable suggestions for the development of rural industry.On the basis of field research,an empirical analysis was conducted on the village of Chakou in Fuping,Shaanxi Province.The main findings of this paper as follows:Rural industry was constantly adjusting and optimizing with the rapid development,which showed a diversified development trend.At this stage,the types of rural development in China could be summarized as agricultural-leading,industrial-driven,tourism-leading,business-service,and industry-integrated development.There were many problems which needed to be solved in the development process,such as: the irrational industrial structure and the weak foundation of agriculture;the backward production mode of the secondary industry and the backwardness of the tertiary industry;the direction of the leading industry development was similar.The selection of leading industries in the countryside should follow the following principles:comparative advantages,peasants willingness,market demand,associated effects,sustainable development;forward-looking.Based on the above principles,considering the actual situation and the future development potential of the village,this paper selected eleven indicators to establish the evaluation index system of rural existing industries from economic benefits,social environment and sustainable development,and introduced new industries through the evaluation model of rural industry influence factors.Analyzed the possibility of the introduced industries whether to active the regional chain,and became the leading industry,and finally chose the leading industry in the countryside.The development of Chakou village industry has the following characteristics: The primary industry was the pillar industry,the secondary industry has a low level of development,and the development of the tertiary industry was still in its infancy.Traditional planting was the main way of agricultural development,it was characterized by small and various,and agricultural production and management was the main land management mode for farmers;and the level of industry was low,industry mainly contained construction business,farming industry.The industrial land layout was scattered and there was no scale benefit.The tertiary industry was still in its infancy,and the service industry mainly serviced the local residents.The scale was small,but there were red tourism resources in the region.Based on the evaluation index system of village-dominated industries,it was concluded that the main industry in the village of Chakou was planting,which contained fruit and vegetable planting,and the service had the potential to develop into the future leading industry which contained accommodation,catering,wholesale,retail,transportation and so on.The red tourism industry and the oil peony planting industry were introduced as an extension of the rural industry.After upgrading,characteristic planting was used as a pillar industry,and leisure tourism which contained red tourism and leisure agriculture was leading industry;trade and commerce services,agricultural and sideline products processing industries,and logistics transportation as auxiliary industry.Rural industry needed to pay attention to the extension of the red tourism,build the characteristic loess cave dwellings to develop the pleasure-in-farmhouse tourism,so that the public has a stereo tourism experience of the red relic,loess landform and old castle from the mountain to the bottom of the mountain;according to terrain classification,used a variety of terrain differences,scientific division and land use layout;by planting peony,pear,cherry trees and so on to create a quarterly agricultural landscape belt.By using the grey multi-objective linear programming model to readjust the industrial land structure of Chakou village,and the optimum result of industrial land was to maximize the social benefit.Meanwhile,the paper made reasonable arrangements for the spatial layout of the industry in Chakou village,and formed the industrial spatial layout based on the “six functional partitions and two comprehensive service centers”.While striving to develop leading industries,Chakou village needed to develop multiple industries;paid attention to the inheritance of unique rural culture,preserved the rural nature,and avoided copying tourism market;enriched production operation,and strengthened cooperation between farmers and cooperatives,companies,and so on,and broke the tradition of small-scale peasant mode of operation;strengthened the collective economy and provided the follow-up support for the development of the village industry.
