Study On Multidimensional Poverty Identification And Precision Policy In Liaoning Province

Since the reform and opening up,poverty has always affected China's economic development and people's quality of life.From the initial inclusive governance to the precise governance of today,China has experienced long-term poverty management while achieving remarkable results,but it cannot Ignore the problem of accurate identification and precise policy that still exists.To achieve the final victory of poverty alleviation and to achieve sustainable intergenerational transmission poverty alleviation in the future,we must take resolute countermeasures at the end of the fight against poverty.This paper studies the multi-dimensional poverty identification and precise policy in Liaoning Province on the basis of realizing the difficulties of poverty alleviation.On the one hand,it can effectively sort out the current poverty management situation in Liaoning,and on the other hand,it responds to the national strategy of focusing on poverty alleviation,which is of great practical significance for identifying new poverty targets,clearing wrong applicants,and managing the phenomenon of returning to poverty..This paper uses literature research method,model analysis method,expert opinion method,normative analysis method and other research methods to extract relevant indicators and data of Liaoning Province from the China Nutrition and Health Survey(CHNS)database,and establishes from the perspective of multidimensional poverty measurement.The poverty identification system consists of 16 indicators including income,education,employment,health,and infrastructure.According to the multi-dimensional poverty index calculation method,the poverty object is identified,combined with the current situation and problems of Liaoning poverty alleviation.Liaoning Province's multi-dimensional poverty and precise policy plan design,and finally summarize and put forward rationalization proposals.The research shows that the urban-rural gap in Liaoning Province is large,and the problem of rural poverty is still the main problem.In addition,although the infrastructure conditions have been significantly improved,the poverty contribution rate of education and employment is still high,and the above problems are better.To achieve the ultimate goal of poverty alleviation,combined with the precise poverty alleviation policies and problems of Liaoning Province in recent years,this paper is to improve human capital and social capital,coordinate development poverty alleviation and support poverty alleviation,coordinate urban and rural public resource allocation,and adhere to the green poverty reduction development road.Several aspects of the policy recommendations.
