The market-oriented reform of the state-owned enterprises is a necessary requirement for them to give full play to the development of the service market economy and enhance their own management ability.As a branch of a large-scale state-owned enterprise,GY Power Supply Bureau diagnoses and aims to improve its human resources management in the process of its optimization and development,which is the basic work of enhancing the market operation ability of enterprises in an all-round way.In this paper,GY Power Supply Bureau of human resources management incentive management as the starting point,with the help of the Balanced Scorecard and questionnaire,GY Power Supply Bureau staff motivation management issues were discussed.Through the research of this paper,we can see that firstly,the salary and benefit system of employees in GY Power Supply Bureau is composed of two parts:compensation and benefits,of which the pay and benefits are uniformly set according to the requirements of the state on the relevant policies and regulations of employees in state-owned enterprises.The distribution of employee benefits is determined by the nature of the work performed by the department and the performance of employees.Second,the current GY power supply bureau staff incentive there is insufficient material incentive,mental incentive system is not perfect,the performance evaluation incentive system is not perfect,the staff development incentive system has not yet formed and so on.Thirdly,based on a summary analysis of the survey data of employees' motivation satisfaction of GY Power Supply Bureau,it shows that the overall satisfaction of employees of GY Power Supply Bureau to each specific content of the company's motivation mechanism is less than half satisfactory.Employees supply power to GY the average satisfaction rate of the bureau incentive mechanism was 2.807 points,with the overall situation unsatisfied with general satisfaction.To improve the incentive problem of human resources management in GY Power Supply Bureau,we should constantly promote the optimization and improvement of material incentive system in GY Power Supply Bureau,strengthen the spiritual motivation of employees in GY Power Supply Bureau,improve performance evaluation incentive system,and improve employee career development incentive system.
