With the implementation of China's innovation-driven development strategy in recent years,the number of patent applications and the amount of granted in various provinces and cities in China has shown an explosive growth trend.The intellectual property practice circle and some scholars in the academic circle think that due to the institutional mechanism and the improper operation of the related policies,the development of China's patent industry is full of a lot of bubbles.And many scholars believe this patent foam on our country's technology innovation,technology transfer and economic and social development will cause many adverse effects,but the current study of patent bubble,mainly focused on the theoretical deduction and practical patent bubble is in the society as theoretical reasoning to adverse impact on society and economy,it still is a lack of empirical evidence to support.In this paper,on the basis of theoretical analysis,combing the patent bubble may influence the efficiency of the high technology industry technology innovation mechanism,and put forward the theoretical hypothesis,think that patent bubble may through three ways to influence the efficiency of technological innovation of high technology industry.Fist,bubble is likely to increase in high technology enterprises in the introduction and digestion and absorption,the cost of others,and this is reflected in high technology industry technology introduction and digestion and absorption efficiency is reduced,thus affecting the high technology industry technology innovation efficiency;Second patent bubble may hinder universities,research institutes and other advanced the transformation and implementation of the frontier technology in the process of the development of industrial technology innovation lack the advanced technical force injection,which is embodied in the patent bubble negative effect on the efficiency of transformation of scientific and technological achievements of colleges and universities,which affects the high technology industry technology innovation efficiency;Third,the patent bubble may distort the technological innovation value orientation and direction of the enterprise,hinder the normal operation of the patent system,and thus affect the technological innovation efficiency of the high-tech industry.Secondly,starting from the fundamental reasons and characteristics of patent bubble,innovative structure of the patent bubble index is used to measure bubble level,secondly using the provincial panel data,using random preamble analysis method(SFA),respectively,the empirical test of the patent bubble on the high technology industry technology introduction and digestion and absorption efficiency and the effect of patent bubble effect on the efficiency of the transformation of scientific and technological achievements of colleges and universities,patent bubble effects on high technology industry technology innovation efficiency.Results show that a patent foam technology introduction and digestion and absorption of high technology industry efficiency,in the college of science and technology achievements transformation efficiency,the high technology industry technology innovation efficiency has a significant negative impact,both verify the theoretical assumptions.In addition,the enterprise scale,financial development level,industrialization process and other factors have a positive impact on the technological innovation efficiency of regional high-tech industries.
