With the continuous evolution and development of modern enterprise management practices,performance appraisal has become an effective tool for many high-performing companies to improve their management level and development performance.An effective performance appraisal system can decompose the company's strategy layer by layer from the highest level of the company down to the employees in each position,so that employees have a deep understanding of the relationship between their own work and company str ategy.China Mobile Hunan Company Network Department formulated a performance assessment system based on the company's strategic goals,in order to guide department employees to work harder to focus on the direction of the company's development.It is inevitable that the performance appraisal system will contribute to the development of the company.At the same time,it is necessary to optimize the performance appraisal system of the network department and design a set that can meet the actual conditions of the network department.It can be beneficial to the performance appraisal system of Hunan company's competition.The article first reviewed relevant concepts,theoretical foundations,and methods of performance appraisal,and summarized the development tr end of performance appraisal,laid the theoretical foundation for the following,investigated the current situation of the Hunan company's network department,passed interviews,issued questionnaires,etc.Understand the current situation of the network department's performance appraisal system,find out the existing problems and analyze the reasons,and lay a practical foundation for the following.Then,the performance appraisal system was optimized using the Balanced Scorecard and Key Performance Indicators method.The Analytic Hierarchy Process was used to determine the index weights,and the evaluation model of performance appraisal results was constructed by using the fuzzy comprehensive appraisal method,and the application of appraisal results was proposed.Finally,compares with two sets of plans and proposes implement and safeguard measure.This research fully considers the long-term development of the company,the specific conditions of the network department and the actual interests of the employees,which will help the company stand out in the fierce competition among several domestic operators,improve the company's overall development and maintain its core competitiveness.Meanwhile,it provides certain reference for Network Department performance appraisal of other operators.
