As an important measure for the modernization and intensive management of various types of the utility tunnel,and the utility tunnel effectively solved the “zip zipper” and “web spider web” problems that traditional direct burial methods have led to.At present,China is actively promoting the construction of urban utility tunnel,and the huge capital investment in the previous period has aggravated the financial pressure of the government.the state of the PPP(Public Private Partnerships)model of policy support and the PPP mode's own resources superiority,makes comprehensive utility tunnel and the PPP mode and combining with the current hot spot.However,due to the particularity and emerging nature of integrated pipeline PPP projects,the key issue that must be addressed to attract social capital to participate actively is the revenue model and its pricing.This thesis aims to explore the revenue model of the PPP project of the utility tunnel and establish the charging model.First of all,through literature review analysis and theoretical research,the quasi-public product attributes and quasi-operational attributes of the utility tunnel projects are clearly defined.Based on the characteristics of an utility tunnel project,the feasibility of the PPP model applied to the utility tunnel project was explored from three perspectives: market demand,policy support,and social expectations.At the same time,the advantages and disadvantages of applying the PPP model to comprehensive pipeline projects are analyzed,and their specific operating modes are studied,mainly BOT model(build-operate-transfer),SB-O-T model(compensation model),and B-SO-T mode(operating period compensation mode),TOT mode(transfer-operate-transfer),ROT mode(reconstruction-operating-transfer),and the like.Secondly,based on the analysis of interest appeals among related entities of the utility tunnel PPP project,a combination of qualitative analysis and quantitative analysis was conducted to study the revenue model of the utility tunnel PPP project.Its revenue model is mainly “User pay + government's feasibility gap subsidy” and built a profit calculation model.Third,an utility tunnel charging model was established.On the one hand,the user's charging model was discussed.By analyzing the composition factors of the user's entrance fee and routine maintenance fee,putted forward a measurement ideaand established a corresponding charging model;on the other hand,analyzed the The government feasibility gap subsidizes the related gaps subsidized and builds its measurement model.Finally,taking a sample of three PPP projects in the utility tunnel in Changsha as an example,a fee pricing model based on the article was constructed to study the entrance corridor fees,routine maintenance fees,and government feasibility gap subsidies for the integrated pipeline corridors.The research results have a guiding role in the utility tunnel and investment pricing decisions,and provide reference for the pricing departments to formulate the final pricing policy.
