Research On Optimization Of Agricultural Products Circulation System Based On Supply Side Reform

Heilongjiang province is a major agricultural province in China,which has its advantages in the production of agricultural products,the planting area of agricultural products and the types of agricultural products.In the course of the development of agriculture,Heilongjiang has made certain achievements.In 2017,the nineteen major reports of the Commmunist Party of China clearly put forward the implementation of the Rural Revitalization Strategy,and coordinated the construction of the three major systems of modern agriculture as one of the main measures of Rural Revitalization Strategy,such as the construction of "modern agricultural industrial system,production system and management system".The report also pointed out that the important link of the current rural economic reform and development is to develop various forms of moderate scale operation,cultivate new agricultural business entities,improve the socialized service system of agriculture,and achieve the organic connection between small farmers and modern agricultural development.The direction of current agricultural development pointed out in the nineteen reports is also the direction of agricultural development in Heilongjiang province.In recent years,the contradiction in the development of agriculture in Heilongjiang province has gradually shifted from the production field to the circulation field.In the process of circulation of agricultural products,there are problems of structural surplus and low circulation efficiency.Under this background,how to guide the circulation of agricultural products to the modern direction and how to improve the operation efficiency of agricultural products circulation system in Heilongjiang province is the problem that needs attention in the optimization process of Heilongjiang agricultural products circulation system.Through summarizing and commenting on the research results in the related fields of agricultural products circulation at home and abroad,this paper defines the direction of optimizing the circulation system of agricultural products in Heilongjiang province.In order to provide theoretical support for the study of the circulation system of agricultural products in Heilongjiang Province,it is the basis of combing the related theories of agricultural products circulation.On this basis,from the perspective of input and output of agricultural products circulation system in Heilongjiang Province,this paper expounds the mechanism of agricultural supply side reform and Heilongjiang agricultural product circulation system and the current situation and existing problems of Heilongjiang agricultural product circulation system.Through building DEA model,we evaluate the operation efficiency of Heilongjiang agricultural product circulation system,and prove Heilongjiang agricultural product circulation system needs to be improved from a quantitative perspective.Based on supply chain management theory and circulation channel theory,guided by industrial organization theory and new supply economics theory,Heilongjiang province's agricultural product circulation system based on supply side reform was constructed.The agricultural product logistics distribution center as the core,to speed up the logistics,business flow,information flow and capital flow operation as a means to reduce the cost of circulation of agricultural products and improve the efficiency of the circulation system of agricultural products,the circulation of agricultural products in Heilongjiang province and more to meet consumer demand.Finally,according to the Heilongjiang Province agricultural product circulation system in the operation process,and based on supply side reform,put forward the full set of agricultural supply side reform bring opportunities,improve the degree of organization,circulation of agricultural products to optimize the agricultural product circulation carrier mechanism and adjust the circulation of agricultural products in the object structure and so on.
