Policy Research On The Development Of Featured Towns In Shandong Province

Small towns are important places for rural population to urbanize.As the level of economic development is different,the level of infrastructure construction in each small town is different from that of providing basic public service.The national "13th five-year plan" and the new town planning have clearly stated that we should focus on the cultivation and development of small and medium-sized cities and small towns.Through planning and guidance and market operation,small towns with distinctive resources and location advantages will be cultivated as cultural tourism,commercial logistics,resource processing,transportation hub and other specialized towns.Therefore,a small town with both public and commercial properties has become a useful exploration of the development model under the new normal of China's economic development.It is one of the main battlefield of China's new urbanization strategy practice.It will accelerate the pace of new urbanization and promote the integration of urban and rural development.The urbanization development in Shandong province is generally sound and the urban system is constantly improved.However,there are still some problems such as low degree of citizenization,weak comprehensive competitiveness of towns,and unreasonable industrial structure.To this end,Shandong province issued the implementation plan for the establishment of featured towns inShandong province and the pilot scheme for the establishment of new small and medium-sized cities inShandong province.On the basis of the development of tourism town and leisure town,we should grasp the important grasp of featured towns and promote the coordinated development of new urbanization and featured towns.In Shandong province in the study of characteristics of small town development policy,based on the definition of related concepts such as characteristic town,small cities and towns to distinguish,with gradual decision theory,location theory,growth pole theory,urban-rural integration theory as the theoretical support,analyzed the current characteristics of Shandong province town development basic situation.Combined with the related policy,found that the characteristics of small town development in Shandong province policy exists many problems:The household registration policy does not match with related policy,fiscal policy support is insufficient,imperfect land policy is not comprehensive,industrial policy,environmental protection policy is not sound and so on.By drawing on the policy experience of the town of goettingen in Germany,the small town of grasse in France and the development of the small town of Greenwich in the United States,several experiences have been drawn:The core of innovation industry should be integrated with the new type of urbanization and the policy implementation should be flexible.On the countermeasures and Suggestions,it puts forward the innovation to formulate the development policy of the characteristic town of Shandong province,and adhere to the integration of "industry,city,human,culture" in the policy objective.Pay attention to policy content periodic adjustment policy execution efficiency,strong characteristic town make policy practitioners thought transformation,improve the enforcer's own ability and service level,increase the policy propaganda;Keep policy assessment dynamic and flexible,choose appropriate policy assessment methods and use reasonable policy evaluation criteria;We will strengthen oversight of policy enforcement,improve the system of organizational management and oversight,and expand channels for social participation.
