Identification Of The Key Elements Of Innovation-driven Development Of Innovative Provinces

The traditional mode of economic development has been unable to meet the economic development needs of the world under the background of economic globalization, faced with resource scarcity, Industrial simplification, the ecological crisis and other issues, only the way of innovation-driven economic development can make the country that dependent on resources and capital factor to drive the development get rid of "middle income trap", It is the core initiatives of countries to respond to global challenges and opportunities of economic development in transition. After 30 years of reform and development, China put forward innovation-driven development strategy because of unsustainable factors driving economic model. Since China put forward the goal of building an innovative country in 2006, the provinces and cities began to build innovative provinces and cities, through technological innovation to drive economic development.Jiangsu Province through the vigorous implementation of innovation-driven strategy to promote scientific and technological innovation projects, promote the process of innovative province, finally its’ regional innovation capability ranked first in the China for five consecutive years. Therefore, more and more provinces pay attention to the innovation-driven elements and innovation-driven development capacity levels in the own region.On the basis of relevant literature, the article define the meaning of innovation-driven development capabilities, and then build the capacity of innovation-driven development dimensional evaluation model. After that established innovation-driven development capability evaluation index system by clustering- correlation analysis and discrimination analysis, then use the AHP- entropy method to determine the index weight. Finally using weighted gray correlation method to evaluate innovation-driven development capacity of the domestic 31 provinces and cities, and then analyze the differences in Jiangsu, Shaanxi and other provinces of the innovative elements of innovation-driven development. Take Shaanxi as an example, analyze the key innovative elements of Shaanxi through integrated gray correlation.The results show that: Shaanxi Province innovation-driven development ability ranked No. 7 in China in 2014. among the top ten Shaanxi Province is the only one in the western provinces. Innovation-driven main elements and innovation-driven environmental elementsin Shaanxi have high level of quality in the country. Ten elements--New product sales accounted for the proportion of main business revenue, R & D funding share of GDP, per ten thousand the number of science and technology research and development achievements, scientific and technological activities proportion of main business income,every 100 Internet users, the number of the university’s research and development institutions, professional and technical personnel, enterprise financing difficulty degree,the number of scientific and technological activities personnel, number of new product development projects are key factors that influence the level of scientific and technological progress in Shaanxi.
