World economic integration has promoted the development of world economy and trade,and has made world trade liberalization an irreversible trend.Protectionism,however,has not disappeared.In recent years,protectionism has been on the rise.There have been great changes in the way of trade protection measures,the opaque and cumbersome customs formalities become "invisible" barriers that are impeding the progress of world trade facilitation."Red tape" brings high customs clearance costs to traders,and the hidden cost is heavier than the burden of tariffs.In order to realize the free circulation of trade,improve the efficiency of customs clearance,and reduce the factors hindering the cross-border circulation of trade,the trade facilitation system has become an increasingly important issue of world class."Trade facilitation" is one of the world trade organization(WTO)one of the most important issues of the Doha Round Negotiation,in May 2013 formally adopted the Bali package,agenda includes trade facilitation,agriculture,cotton,questions about developing and the least developed countries in four issues,including 10 agreements.Among them,the trade facilitation issues passed the trade facilitation agreement(TFA),the meeting is considered to be saved the cornerstone of the Doha Round Negotiation,realizing the zero breakthrough of the WTO multilateral negotiations,and trade facilitation measures standard unified throughout the world.As a major foreign trade country,promoting the flow of trade elements within the world,China has always adhered to the liberalization and facilitation of trade as a principle.In order to open up to the outside world further and realize comprehensive deepening reform,China tried to set up a pilot free trade zone in 2013.The context of China's "free trade area" is the most important purpose is to promote institutional innovation,integration into the world economy pattern,therefore,in the heart of the free trade area international standards into practice,the trade facilitation agreement " Early and Pilot Implementation " trade facilitation measures have the important meaning.Henan province is located in central plains,and the construction and development of China(He'nan)Pilot Free Trade Zone has great promotion effect on improving the level of opening-up of Henan province.Free trade area will be in Henan province with the outside world important platform of communication,logistics,information flow,as well as the important platform to promote transformation and upgrading of economy in Henan province,the trade facilitation agreement has high standard measures for improve China(He'nan)Pilot Free Trade Zone,promote the effectiveness of the function of free trade area in Henan.This paper first introduces the influence of the trade facilitation agreement on the trade facilitation measures implemented in the free trade area of henan province by means of analysis,comparative analysis and empirical analysis.Then,based on the shortcoming of the free trade area,Henan trade facilitation measures,especially with the agreement on trade facilitation measures in the gap,and finally,for the perfection of Henan free trade area next trade facilitation measures are proposed.The details are as follows:The first part introduces the research background of trade facilitation system and the research status of domestic scholars on trade facilitation and free trade zone.From trade facilitation to the formation of the trade facilitation agreement,trade facilitation has become a common pursuit of world trade.The second part,combined with the main contents of the trade facilitation agreement,elaborates the relations and differences between the agreement and the facilitation measures of the Henan free trade area.The free trade zone of Henan has also been striving to align with the international high standards of trade facilitation measures to promote trade liberalization and facilitation.The third part analyzes the deficiency of trade facilitation measures in the free trade zone of Henan province.In particular,information transparency,administrative relief,"single window" construction and other aspects are still to be improved,and there is a certain gap with the international trade facilitation agreement.Last part of the proposal,the hope in Henan free-trade area to speed up institutional innovation,combined with the features,standards and international trade facilitation measures to accelerate the process of trade facilitation,build the best business environment.
