Research On The Multi-dimensional Poverty Identification And Precise Application Of Policy In Urban And Rural Hubei Province

In order to successfully achieve the grand goal of building a moderately prosperous society in an all-round way in 2020.Since the eighteenth congress,precise poverty alleviation is on the government's work schedule.How accurate precision of poverty,poverty alleviation has become an important problem that the government concern.At the present stage,poverty alleviation is entering a critical stage,and development must be taken as the fundamental way to solve poverty.As a central province in China,Hubei province is representative of the present situation and problem of poverty alleviation.Based on the sustainable livelihood framework of livelihood capital elements,with poor identification and accurate support as the main line,we pick up five dimensions and 14 indexes from the CHNS database.According to the international common practice of multidimensional poverty index(MPI)methods,I select the urban and rural poor households in Hubei province as the research object,the measurement of urban and rural households in Hubei province the influencing factors of poverty,and analyze the factors which influence the livelihood of poor,and distinguish the main factors that influence the living.Then I try to find which family livelihood capital lacks and the reason that lead to fall into poverty in a poor family.On the basis of combining precise poverty alleviation achievements and deficiencies in Hubei province in recent years,put forward to some advice in the next few years in Hubei province government in solving the problems of poverty and promote the main direction for the sustainable development of poor farmers.In this way I hope to achieve precise poverty alleviation,get the effective use of limited public resources,and perform the functions of the government.At the same time improve the efficiency of government work,promote the ability of the development of poor families in order to realize the stable out of poverty.The study found that the level of income poverty rate was decreased year by year in urban and rural areas in Hubei province,and between urban and rural income poverty rate gap is narrowing.But rural poverty problem is still the main problem that constraints to realize the comprehensive well-off society in Hubei province;Second,in the livelihood capital elements,improving the condition of the infrastructure has made remarkable achievements in Hubei province.But education,employment,health facilities,health for poor contribution rate is still high,especially the sanitation index do not improve for a long time.These will be the focus of the Hubei provincial government needs to solve.Aiming at the above problems,in combination with the precision poverty alleviation policies and problems in Hubei province in the past five years,this paper proposes to raise the human capital of the poor.We will improve infrastructure construction and promote material capital in poor areas to solve poverty;Improve policy and improve the financial capital of the poor;Strengthen social capital cultivation for poor families;Fully tap the natural capital in poverty-stricken areas and increasing the income of poor families and several advice.On the basis of the existing good policy,we realize that improving and perfecting the weak and the lack of policy,and at the same time,helping to promote the development of the poor ability.
