Research On Targeted Poverty Alleviation Problem And Countermeasures From The Perspective Of Sustainable Livelihood

As a worldwide challenge,poverty has always been restricting the development of all countries,especially the developing countries.In order to eliminate poverty and realize the grand goal of the people of the whole country moving towards a well-off society,China has adopted effective poverty alleviation policies in different stages,continuously increased investment in poverty alleviation,and effectively helped the poor population out of their living difficulties.After years of sustained efforts,China has made satisfactory achievements in poverty alleviation.Since the reform and opening up,the country has become the country achieving the most remarkable performance in poverty alleviation,with rural population who have get rid of poverty reaching more than 700 million.In the new era,the Party Central Committee has clearly defined the goal and task to achieve poverty alleviation for all rural poor population under the current standard by 2020.However,with the further advancement of targeted poverty alleviation,the difficulty and arduousness in poverty alleviation continue to increase.By the end of 2018,there are nearly 16 million poor population in China who have not yet been lifted out of poverty.In addition,some of the population who have ever get rid of poverty have now returned to poverty situation again,presenting an unstable poverty alleviation.According to statistics,the rate of returning to poverty in China's rural areas is usually maintained above 20%.Therefore,how to achieve sustainable poverty alleviation by guaranteeing the poor population to obtain sustainable livelihood and ensure the timely realization of the poverty alleviation goal has become a key issue in the targeted poverty alleviation work.This paper takes the sustainable poverty alleviation of Town D where the author works as a poverty alleviation worker as an example,and analyzes the sustainable poverty alleviation in the practice of targeted poverty alleviation from the perspective of sustainable livelihood.On the basis of summarizing the main countermeasures and effects of sustainable poverty alleviation in Town D and the sustainable livelihood analysis framework,this paper make concrete analysis on the problems faced by Town D in sustainable poverty alleviation from the aspects of livelihood environment,livelihood capital,institutional framework and procedural rules,and livelihood strategy.These problems include: the still prominent vulnerability of the living environment,unbalanced development of livelihood capital,deficiencies in the institutional framework and procedural rules,and the still limited choices of livelihood strategy,etc.In addition,this paper has figured out four aspects of reasons: lack of understanding of targeted poverty alleviation by the poor population;inflexible executionof duties of the poverty alleviation sector;difficulties in implementing the poverty alleviation policies;and marginalized principal party of poverty alleviation.Finally,according to the logical thinking of sustainable livelihood analysis framework,aiming at the realization of the sustainable poverty alleviation,this paper provides four aspects of countermeasures and suggestions,including strengthening the anti-risk capacity of the poor population,increasing the support of human capital and social capital,enhancing the organization safeguard and institutional support,and broadening the choice scope of livelihood strategies for the poor population.
