The Study Of Public Participation In Smart Water System And Its Influencing Factors

Water resources is an important basis for the formation,development and progress of the city.It is a natural resource and economic resource.With the rapid development of urban economy and the continuous improvement of people's living standard,the demand for water management is increasing.In 2008,IBM put forward the concept of smart earth for the first time,and regarded smart city as an important application.The purpose is to make full use of all kinds of advanced intelligent information technology to realize the development of intelligent city.An important part of the Smart Water as the Smart City,came into being in the smart city construction environment,is one of the main index to reflect the intelligence level of the city,is an important guarantee of water conservancy development,management and service level,the relationship between the city in the operation of the optimal allocation of resources,improve public services and other indicators can be completed successfully.However,from the perspective of current smart water construction,there are widespread phenomena such as heavy hardware,light software,heavy construction and light management.In this case,the effective way of intelligent water management is very important.First of all,according to the background and significance of management problems of the clear water construction wisdom from the angle of public participation,summarizes the domestic and foreign related research literature and theoretical basis,clearly the wisdom of water construction goal and principle,emphasized the importance of public participation in the wisdom of water construction,lays the theoretical foundation for further study.Secondly,using the qualitative research method of ladder theory,analysis of China's current public participation is still in the second stage is the symbolic participation stage,and factors of ladder rising were analyzed to determine the system involved in politics,economy and society,science and technology of four subsystems,the wisdom of the construction of the public water.Again,taking Zhejiang Province as an example,a quantitative study on public participation in the wisdom of water,build smart water public participation elements of the system dynamics model,simulation research,technology research and development,constantly increasing technology investment,although the technology has made a breakthrough but if you want to improve the level of public participation,improve the public acceptance of the wisdom of water the construction of sense,or to focus on investment from the society.Finally,from the perspective of macro planning,based on the research of this paper,we put forward some suggestions for improving the public participation in intelligent water affairs construction,so as to provide some references for solving the management problems in the process of intelligent water affairs construction.
