Study On The Measurement And Implementation Of The Optimization And Upgrading Of Industrial Structure In Chongqing

With the change of global industrial chain structure,countries have entered the adjustment period of the industrial structure.Practice proved that when the industrial structure of a country or region has been optimized and upgraded,it has laid the foundation for the sustained development of the economy and society.As China entered the new normal economic and supply-side structural reform period,it is gradually accelerating the transformation of the economic development mode,constantly promoting the optimization and upgrading of industrial structure,fierce competition among regions,all regions are adjusting the structure for development,and setting off a tough battle for industrial restructuring.Chongqing is one of the four major municipalities.In recent years,GDP growth has led other provinces frequently and remained at double digits stably.The momentum of development is rapid and the results are remarkable.Chongqing will be built into an important national modern manufacturing base,inland open upland,and a beautiful place.It will become an important functional financial center and Innovation Center based on the General Secretary Xi Jinping's new position on Chongqing.So Chongqing's economic development is facing with great opportunities and challenges.Promoting the optimization and upgrading of the industrial structure is the most important task for Chongqing.Based on the optimization and upgrading theory of industrial structure,this paper makes the following research on the measurement and implementation path of Chongqing's industrial structure optimization and upgrade:Firstly,combined with the changes in the industrial structure of Chongqing over the past two decades,the status quo of the optimization and upgrading of the three major industries has been analyzed deeply.A comparative study with the entire country has revealed that the industrial structure and the employment structure are not coordinated,the level of primary industry development is low.It depended mainly on the national economy;the dominant industries in the secondary industry have obvious advantages in agglomeration,however,the gaps in other industries within the manufacturing industry are wide;In addition,the scale of the tertiary industry can be expanded,the layout is not perfect,and the overall industrial structure needs further optimization.Secondly,referring to the methods used by others to measure the optimization and upgrading of industrial structure,Moore's structural change values,the average annual industrial structure value,and the industrial structure's advanced coefficient are used quantitatively to measure the rate and direction of the overall optimization and upgrading of the tertiary industry in Chongqing.In addition,measures were taken within the manufacturing industry,within the service industry,and in the five functional areas(subdivisions of one circle and two wings).It was found that the rate of change of the later industrial structure was significantly slower than that of the previous stage,and the space for optimizing and upgrading the industrial structure of Chongqing has gradually narrowed.Thirdly,using the measurement results to explore the path selection of Chongqing's industrial structure.Based on the rationalization and heightening of the industrial structure under the optimal path,we select six independent variables and two dependent variables to establish a multivariate linear model,with the aid of Eviews9.0,using regression analysis methods,obtained empirical results and found that technological advances and foreign trade path choices can promote the rationalization of industrial structure,while the selection of human capital and government intervention can improve the high level of industrial structure.The path choices of capital supply and foreign direct investment have no significant effect.Finally,combining with the previous theoretical analysis,current research and dynamic measurement and empirical results,this paper puts forward some suggestions for promoting the optimization and upgrading of Chongqing's industrial structure.Including: Focusing on personnel training and introduction to improve the overall level of human capital and strive to build Chongqing into a talented city;Reforming the scientific research system deeply to stimulate the city's innovative vitality and potential,improving the conversion rate of scientific research achievements to achieve an organic collection of science and technology,so that it can promote the advancement of science and technology in Chongqing;Enhancing the level of opening up to the outside world,By expanding the scale of foreign trade,consolidating the foreign trade service platforms,and using the foreign investment rationally to promote the transformation and upgrading of the trade structure,at last the industrial structure will also be promoted;From a global perspective,we must establish and improve the modern industrial system in Chongqing,except to promote the coordinated development of regional industries and realize the integration and development of the three major industries,The purpose of all measures is striving to optimize and upgrade the industrial structure of Chongqing.
