Research On System Engineering And Its Safeguard Mechanism Of The New Urbanization Construction

In this paper, the new type urbanization construction is treated as a systems engineering. By using the theories and methods of system science, some problems existing in the system of the new urbanization construction are analyzed and some approach of new type urbanization construction are proposed from the respect of social insurance mechanism.Firstly, some important subsystems of the urban construction system is studied, such as urban industry planning subsystem, urban public service facilities subsystem, ecological construction subsystem, cultural development subsystem and social management subsystem.Secondly, by using the principle of system science, some major problems in the new urbanization construction system are analyzed. It is find that in the urban industry planning subsystem, some industries are redundant, some are geologically scattered, some are out of the balance with the development of local economy; in the urban public service subsystem, and some infrastructure projects are poorly planned, some fail to meet the actual needs of the public; in the urban ecological construction subsystem, there exist increasing limits in the social resource distribution system, increasing polluting environment, deteriorating living conditions; in the urban cultural development subsystem, creativeness, open mind and the cooperation across different departments are widely absent from every aspect of current system; in the social management system, many policies are implemented without clear purposes and the participation of local communities and residents.Thirdly, the new urban construction system is evaluated through analytic hierarchy process. A comprehensive evaluation model is established to assess the effectiveness of the new urbanization construction system.Lastly, the safeguard mechanism from the respect of the new urban construction system is discussed. To build a Hall three dimensional model(with time, logic, knowledge as each of the three dimensions) and present detailed steps to design an effective urbanization construction system. A content structural model is established based on the guiding, supporting and control mechanism to address the problems with the aforementioned subsystem.
