In recent years,Shanxi Province has formulated and implemented a series of policies concerning the professional competence of rural laborers.The training work for rural laborers has achieved remarkable results.The level of vocational skills of rural laborers has been markedly improved,but professional training for the transfer of vocational skills in rural employment still exists.The lack of overall planning for training programs,insufficient training needs,inefficient use of training funds,unsatisfactory training quality,and the need for training models to be improved.This paper comprehensively uses data statistical methods,case analysis methods,and literature research methods,and on the basis of relevant basic theories and basic concepts,takes the example of rural workers' professional ability promotion in L County of Shanxi Province as an example to refine their working mechanisms.Methods,and analyze the existing problems,and then propose corresponding improvement strategies.The first chapter of the thesis is mainly to clarify the related concepts of the promotion of professional competence of rural labor force that need to be used in the research,and to review relevant theories such as human capital theory,public service government theory,and labor transfer theory to provide theoretical support for the following analysis.The second chapter summarizes the current situation of rural labor force's professional ability improvement in L county,including the basic characteristics and employment status of rural labor force in this county.This is the basis for the promotion of professional ability.The clarification of its basic characteristics also makes relevant work.More targeted.At the same time,it refined the working ability of rural labor force in L County,and described the work flow systematically.After analysis,it has been found that the rural laborers who participated in the transfer of vocational training skills are more likely to be transferred and their income after training is also higher.That is,there is a significant positive correlation between training participation and the achievement of stable long-term transfer.The third chapter focuses on the main problems existing in the development of rural labor force professional competence in L county from three perspectives: training institutions,rural labor force,and government,and believes that current training institution training is inadequate in terms of teachers,hardware,and people.However,the rural labor force as a training target has difficulty adapting to the training because of its own concept and education,and the government has the problems of poor management mechanism and insufficient funds.Based on this,the paper proposes related countermeasures and suggestions in the fourth chapter,including optimizing training resources,strengthening the construction of rural laborers' ideological quality,constructing a more scientific and rational government management system,and increasing the financial investment of governments at all levels.The goal is to establish a training model that will enable the transfer of training to achieve sustainable development and promote the enduring and full transfer of rural labor force in L County.
