The Report to the 19 th National Congress marks the work and historical change in the past five years,and China made historic achievements in reform,opening up,and socialist modernization.On the basis of major breakthroughs in the reform of state-owned enterprises,it is proposed to continue to deepen the reform of state-owned enterprises in an all-round way.In May 2017,the office of the State Council issued the "guidance on further improving the corporate governance structure of state owned enterprises"(state office issued [2017] No.36),and forwarded the "State Council state owned capital entrusted capital to promote the transformation of the function"(State Office [2017] 38).The papers point out that we should improve the way of encouraging the managers of state-owned enterprises and set up the salary system with the position value as the main consideration and the performance factors into consideration.The reform of performance salary related salary is a scientific decision to realize the standardization and scientization of the income distribution and to promote social fairness and social harmony.In order to effectively improve the management of the state-owned enterprises(SOE),to increase executive ability,meanwhile to optimize the state-owned enterprise management system and to ensure that all levels of leaders and employees' timely,efficient and qualified completion of the strategic goal of their enterprises;as well as to fully mobilize the enthusiasm and creativity and to enhance the sense of competition and to establish a reasonable assessment of performance,performance management as an important human resources management tool will be more and more introduced to SOE's reform and management.This essay combines case studies of ADCC and indicates performance reform and methodology research of ADCC from three parts:Part 1: Overview and introduce current problems in the work of performance reform in SOE in China,as well as reason considering current problems.Part 2: Propose relevant solutions to problems and requirements mentioned above,and specify applicable contents and methods.Part 3: The establishment of Human Resource in view of problems existing in the implementation of performance reform in Chinese enterprises.
