Research On Moderate Scale Management Of Rural Land In Anhui Province

Land is an important production resource and material basis,and it is the basic production material for agricultural production.It is the most basic condition for a country,and it is an existence condition and reproduction condition that cannot be surrendered.The benefits of agricultural land management are directly constrained by the mode of operation and scale of operations.The reform of household contract responsibility system for joint production will divide land property rights into ownership and management rights.Ownership remains vested in the collective,and the right to operate is subcontracted by the collective economic organization to the peasant households on an autonomous basis,which mobilizes the farmers' enthusiasm for production and effectively promotes rural economic development.However,with the development of industrialization,the household contract responsibility system for joint production can no longer fully meet the requirements of modern society for land resources.Modern agricultural machinery can replace agriculture practitioners to complete large-scale agricultural labor operations.Small-scale land management models can no longer adapt to the current development of rural productivity.The research in this paper responds to the Central Document No.1 in 2017 that explicitly encourages the development of various forms of moderately scaled management of farmland,and vigorously cultivates new types of agricultural management entities and service providers,through the transfer of operating rights,shareholding cooperation,alternative farming,and land escrow.In a variety of ways,we will accelerate the development of various forms of scale management such as the transformation of land flow and service-driven development.This article starts with the background of the above issues.First,it introduces the theoretical basis of rural land moderate management and the development model in China.Then,it studies the promotion factors and constraints for the development of moderate-scale management of agricultural land in Anhui Province.Based on the analysis of sample farmers,the mode of moderate land management in rural areas in Anhui Province was constructed.In this thesis,a combination of theoretical research and empirical analysis,quantitative analysis and qualitative analysis are used to quantify moderately scaled land management in Anhui Province,and an effective way to develop moderately scaled management of rural land in Anhui Province is proposed.And how to determine the scale of business is suitable for "degree" method.Based on relevant research results at home and abroad,the connotation,necessity and influencing factors of moderate scale operation of rural land are described.Finally,the measures for the development of moderate scale operation of rural land in Anhui Province are given: 1.To speed up the transfer of surplus rural labor;2.To further improve the land circulation system;3.To improve the rural social security system;4 To broaden the employment channels within agriculture.The research of this thesis provides reference for advancing the modernization,scale and specialization of agriculture in Anhui Province,promoting the optimization of production factors,and improving the economic benefits of land.It will provide theoretical references and practical inspiration for the promotion and development of moderate-scale operations in rural areas.
