Research On Evaluation Of Innovation Ability In China's Innovative Cities

As the most complex part of the economic growth model,innovation has the most significant role in promoting the economy.The development of China's economy comes into a new normal state with medium and high speed growth changing from high speed growth,and innovation driven changing from factor driven and investment driven,the construction of innovation country and innovative cities has been paid attention to by all circles of society.It is of great significance to speed up the pace of building innovative cities,to enhance the ability of independent innovation,to promote the transformation of the mode of economic development,and to reach the final goal of building an innovative country.In 2008,Shenzhen was the first pilot city to carry out the construction plan of the innovative city.By the end of 2016,the country has carried out the pilot work of the innovative city construction in 61 cities,but there is still a big gap in the general goal of realizing the overall construction of innovation cities.There is a great difference in the innovation ability among the pilot cities,which leads to the different speed of the development of each city,and thus seriously affects the overall construction process of the innovative cities across the country.In order to promote the effective planning of the various stages of the innovative city construction better,we need to fully understand the development of the innovative city,master the innovative ability of the innovative city,then evaluate and analyze it.Propose specific proposals for development according to the evaluation results to promote the innovation ability of those cities,to improve and optimize the whole construction process of innovative city,and to promote the sustainable development of urban economy.The full text is divided into five parts.The first part is the introduction which consist of three parts,including the background and significance of the topic,the summary of the research both from domestic and abroad,and the research framework.The second part is the related concepts of the evaluation of China's innovative cities.In this part,the connotation of the two concepts of innovative city and innovation ability is summarized based on the existing researches.The third part is the construction of the evaluation index system.Through the understanding of the connotation of innovative city and its innovation ability in the previous article,the evaluation index system of He Rui(2012)is used for reference,and the evaluation of the economic efficiency of the city is added and the multiple evaluation standards are reorganized,then a number of specific variables are selected to construct a multi-level evaluation index system including the evaluation target,evaluation standard,evaluation field and specific indexes.The fourth part is the specific evaluation research.In this paper,16 typical regional central cities are selected from the pilot cities lists as samples.The relevant data in 2016 urban statistical yearbooks are collected and standardized,then the innovation ability of the sample innovative cities is evaluated by the factor analysis method.The fifth part is the result of the study and the regarding policy recommendations.This paper makes a comparative analysis on the innovation ability of the sample cities according to the final innovation ability evaluation results,and then puts forward the effective policy suggestions from the different specific performance aspects of the innovation ability,in order to bring inspiration for the follow-up development of the innovative cities.
