From the literature about the regional innovation, the existing research focused on national level, and mainly focused on developed countries or regions of the regional innovative capacity study, Therefore, the underdeveloped areas for the study of regional innovative ability is groping stage. Take jiangxi province as an example, the total factor productivity for economic development is not significant, the contribution of scientific and technological innovation, the lack of real conditions to improve the regional innovative capacity lack of intellectual support. People in jiangxi province realize the first rising in central China's historical backdrop, improving the regional innovative ability and competition ability will be the historical and realistic significance.This paper tries to research on the regional innovative capacity of literature review, on the basis of regional innovation and the regional innovative capacity assessment were reviewed, and the evaluation index system based on constructing evaluation principle, combined with actual situation in the regional innovation, establish for jiangxi 11 districts and cities evaluation index system of regional innovative ability, using clustering analysis and weighted average method for each level of jiangxi province in 2002 and the regional innovative capacity of the 2009 respectively, and analysis and evaluation by using software, and Lindo relative evaluation method of jiangxi 11 districts and cities innovation ability including knowledge creation, knowledge flow, enterprise innovation, technology innovation and innovation environment five aspects of economic performance comparison and analysis. Through the comparison of different areas and the transverse comparison in different periods of city of jiangxi province, analyzes the longitudinal 11 districts and cities of regional innovative capacity present situation, problems and development potential.Research shows that the regional innovative capacity covers the economic strength, infrastructure, scientific research institutions, technical conditions, the number of the integrated innovation resources and effective integration, etc. The regional innovative ability is a dynamic variables, therefore, all districts and cities in the regional innovative capacity of scoring change, the poor infrastructure investment and may through the folk of government investment combination of the integration of resources, improve resource utilization. Science and education investment is helpful to improve the soft power of the regional economic growth.
