Development Status Of Gansu Agricultural And Research Of Accurate Poverty Alleviation

China is a large agricultural country and the proportion of agricultural makes up the majority of the whole number.Agricultural poverty alleviation work is the most important part of the whole poverty alleviation work.Our agricultural and rural poverty alleviation work has gained remarkable achievement.in the past.However we get low poverty alleviation effect,the slow pace of poverty alleviation,poverty phenomenon occurs over and over again during to the domination of "blood transfusion poverty alleviation" and "extensive poverty alleviation".Under the new development situation,in order to improve the effectiveness of poverty alleviation,we need to change the mode and mentality of poverty alleviation,change "blood transfusion poverty alleviation" into "hematopoietic poverty alleviation " ? "extensive poverty alleviation" into "precision poverty alleviation".In order to actualize the precise poverty alleviation of agriculture,we must analyze the actual problems in the development of local agriculture in a realistic way,and help farmers to get rich by means of local conditions and classification guidance.This paper analyzes the current situation of agriculture development in Gansu province from the aspects of agricultural production structure,agricultural development model and regional characteristic,development status of forestry and Animal husbandry,industrial poverty alleviation and farmer technical training.Through methods of empirical research,case study and comparative analysis,the paper puts forward the main problems of precision agricultural poverty alleviation,including the information asymmetry,the low utilization rate of agricultural technology;low accurate recognition;the agricultural production is constrained by resources and economic conditions;the poverty alleviation and local agricultural production condition coupling are not high;farmers as the main body of agricultural production have many problems,such as technical quality needs to be improved;agricultural policy implementation is not in place and the supervision is not strong etc.The paper put forward basic principles and specific measures of the precision agricultural poverty alleviation aiming at the problems existing in the precise agriculture poverty alleviation in Gansu province.According to the analysis,the basic principles of Gansu to realize the precise agriculture poverty alleviation are: recognise the poor population accurately based on the actual situation of different regions?different poverty of poor farmers,classification guidance according to the local situations.Consequently,to improve the effectiveness of poverty reduction,achieving the realization of "true agriculture poverty alleviation".The management layer must handle the relationship between the management andthe main body of the precise poverty alleviation.At the same time,the content?measures and project arrangements of poverty alleviation should be accurate.As for the concrete measures,the following means are mainly implemented: new varieties and new technologies which can improve quality and efficiency must be introduced and adopted according to the local conditions;carry out agricultural insurance;Implement industry support subsidy policy;develop the characteristic industries and add the Industrial value on the basis of the advantages of local resources and economic conditions;confirm the agricultural supply-side structure reform and green development,adjust and optimize the structure of agricultural industries and varieties,so we can gain synchronous improvement of agricultural economic?social and ecological benefits;strengthen vocational training for farmers,especially the labor skill training,education type training,leadership training,job skills training,innovation and entrepreneurship training.
