| The low-and medium-tech industries(manufacturing industries)refer to industries with low technology intensity.These industries are usually driven by the same factors that are obviously different from the high-tech industries(manufacturing).Therefore,in practice,manufacturing is excluded from high-tech manufacturing.The outside of the industry is collectively referred to as the low-tech industry(manufacturing).The medium and low-tech industry is the key component of China's manufacturing industry.From 2010 to 2015,the low-and medium-technology industries contributed more than 80% of the profits of the manufacturing industry and more than 80% of the manufacturing jobs on average.It is clear that the development of the low-and medium-The level of innovation will directly affect the overall quality of China's manufacturing industry.However,judging from the current situation,the innovation ability of the low-tech industry is relatively weak.Not only is the industry's lack of independent innovation capability,but also the government's low level of attention,unfavorable corporate financing and loan environment,and the industry is in a low-level,homogeneous competitive landscape,making profitability difficult.It is difficult to cope with the pressure of survival under the new normal economy.In order to improve the level of innovation in the low-tech industry,it is necessary to make indepth analysis of the innovation characteristics of China's low-tech industries,measure and compare the innovation efficiency of different industries,clarify the key factors affecting innovation,and provide reference for government departments to improve innovation policies.This article focuses on the innovation of the low-and medium-tech industry,first comparing the characteristics of innovation between the low-tech industry and the high-tech industry.Then based on panel data from 24 low-tech industries in China during 2001-2015,a quantitative analysis of the low-tech industry was conducted.The innovation activity of the technology industry,using the three-phase DEA model,measures the technological innovation efficiency of the medium and low-tech industry,analyzes the environmental factors that affect the efficiency of technological innovation,and has obtained some useful conclusions:(1)Innovative features of low-and medium-techThe medium and low-tech industries are mostly incremental innovations,adopting innovative models such as “learn in the work” and “learn in the use”.The innovation goals are mainly to improve the technological process,reduce costs,improve design,improve customer experience,increase production flexibility and after-sales service,etc.;Demand and consumers are important forces that drive innovation.(2)Different industries in the low-and middle-tech industries have shown greater differences in innovation efficiency.Some consumer manufacturing industries such as tobacco products,textiles,clothing,and clothing have higher innovation efficiencies,while the processing and smelting industries in the upper r eaches of the industrial chain are generally at a lower level.Low efficiency level.(3)Among the factors affecting industrial innovation efficiency,the regression coefficient of the number of firms in the industry on R&D personnel's input redundancy is significantly negative,indicating that the increase in the number of firms promotes market competition and helps improve innovation efficiency;the size of firms is redundant for R&D personnel.There was a negative impact on funding redundancy,which partially validated Schumpeter's hypothesis;the quality of R&D personnel helped reduce R&D personnel's input redundancy,but the regression coefficient for redundant investment funds was positive,indicating R&D personnel and funding In contrast,it is still relatively scarce resources in innovation activities.The government supports the negative regression coefficients for R&D personnel redundancy and redundant investment funds,indicating that government support is an effective means of improving innovation efficiency in low-tech industries.(4)In terms of government policy recommendations,we should re-understand the important role of the middle and low and medium-tech industries in the economy,combine the characteristics of innovation in the low-tech industries,and actively play a role in non-research and innovation in the low-tech industries.On this basis,the government will coordinate and coordinate the joint development of the middle and low and medium-tech industries and the high-tech industries,and collaborate on innovation. |
