The Research Of Property Management Of Landless Farmers’ Resettlement Communities

In order to adapt to the rapid development of Chongqing tertiary education,integrate resource advantages, promote the development of technical industry andspeed up urbanization, Chongqing Municipal People’s Government decided to use30square kilometers as Chongqing university town on April,4th,2003. The constructionof Chongqing university town involves the problem of turning30thousand farmerswho lose their land in several villages to urban residents.In order to settle the large number of landless framers down, ChongqingMunicipal People’s Government builds many resettlement communities. Through tenyears’ difficult development, the property management of landless farmers’resettlement communities has developed from nothing, from nonstandard to standard.Although property management has achieves some results and accumulate someexperience, there are still many questions which not only affect the residents’ life, butalso influence the environment of resettlement communities, the total image ofChongqing university city and impede the urbanization process of Chongqing.Therefore, choosing the resettlement communities property management of landlessfarmers to research is theoretical significant and has realistic value for completing theproperty management of landless farmers and promoting the process of farmers’transformation into urban inhabitants. Moreover, it is the same good for buildingChongqing western education and technology new city, promote the integration ofproduction, study and research and motivate the development of Chongqing’seconomical society.This thesis, based on the relevant theory of property management and existingresearch results, mainly apply document analysis, field survey and comparative methodto roundly research the property management of landless farmers’ resettlementcommunities in Chongqing university town. Firstly, this thesis states the currentsituation of resettlement communities and sums up the different characters fromcommodity house district. Secondly, this thesis analyzes the main problems existing inproperty management of landless farmers’ resettlement communities and analyzes the reasons from policy and regulation, management system, responsibility of communitymanagement, residents’ quality concept and so on. Lastly, based on the experiencesfrom domestic and overseas property management of landless farmers’ resettlementcommunities, this thesis explores the countermeasures which complete and optimizeproperty management of landless farmers’ resettlement communities.Based on the reality of property management of landless farmers’ resettlementcommunities, this thesis makes a creative explore: about the research content, thisthesis analyzes the causes of property management of landless farmers’ resettlementcommunities’ problem from system, policy and regulation and puts forwardcountermeasures and suggestions. About the research method, this thesis applies fieldsurvey and door interview as the research realistic value. This strengthens the guidingand operability.There are still some shortcomings, such as the theory research is not deep and theresearch content is not complete. All of these questions will become the focus offurther attention and research.
