No matter in a country or in a company,science innovation always occupies the prominent position.However,companies cannot realize the reasonable allocation in scientific innovation through by the invisible hand.Therefore,scholars and governments are searching for the support from the innovation policy to small and medium-sized firms.In this background,science and technology innovation voucher emerged from Netherlands in 2004,and then it was popular with the worldwide.No matter in which areas,they are urgently to know what is the effect of policy and what is problem need to be solved and how to improve in the future.In order to accurately answer these questions,it is demand for us to do effective evaluate on the implementation about science and technology innovation voucher.Based on these background,this paper does research on the science and technology innovation voucher policy in the perspective of policy evaluation,and constructs science and technology innovation voucher policy to be index system which can provide reference with policy evaluation.Meanwhile,it achieves the breakthrough in science and technology policy research that can be the supplement and development of policy evaluation.This paper studies the problems on science and technology innovation evaluation.Firstly,in the premise of making a core conception on science and technology innovation voucher evaluation,which based on Joseph Schumpeter innovation theory,system theory and policy evaluation theory to analyze the necessity of constructing science and technology innovation evaluation index system in the multi-angles of science and technology innovation evaluation,science and technology innovation evaluation theory and science and technology innovation evaluation policy.Following the principles of pertinence,systematicness and operability,the paper starts from the attribute of the voucher in science and technology innovation voucher to analyze the standard and mode,evaluation and framework,practice and construction elements in order to construct all-around,multi-agent,all-through science and technology innovation evaluation index system.After experts discussion,it finally forms the indicator evaluation system: 5first-level indicators,12 second-level indicators and 39 observation points.And then,it analyzes the logic relationship and index among the indicators.Secondly,Testing and applying the constructed science and technology innovation evaluation index system,selecting Zhanjiang as the object,designing the survey of “science and technology innovation policy implementation”,evaluating the science and technology innovation voucher implementation.According to the related data,we empowered and evaluated the process and output by testing the effective of index system.Lastly,the paper puts forward the idea that perfect opening and innovation indicator system,lay emphasis on the systematic system and development,launch widely indicator system activities.Besides,the paper makes application suggestions on identifying objects,selecting evaluation methods and standardizing evaluation procedures.
