Technological innovation is the strongest driving force and key support for promoting high-quality development.In recent years,party committees and governments at all levels have attached great importance to technological innovation as the primary strategic deployment.The report of the 20 th National Congress of the Communist Party of China clearly emphasizes the core position of innovation in China’s modernization construction,and clarifies the need to accelerate the implementation of the strategy of innovation driven development and the strategy of strengthening the country through talent.Wenzhou City firmly implements the decisions and deployments of the Party Central Committee,deeply implements the innovation driven development strategy,and has successively introduced a series of scientific and technological innovation policies,providing fundamental institutional and element guarantees for promoting the implementation of scientific and technological innovation strategies and enhancing scientific and technological innovation capabilities.Quantitative analysis of policy implementation effectiveness,accurate identification of key factors affecting implementation effectiveness,and targeted improvement suggestions and suggestions are of great significance for improving the science and technology policy system,promoting scientific and technological innovation development,and promoting high-quality economic development.Based on this,this study conducts a thematic study on the evaluation of the implementation effect of science and technology innovation policies in Wenzhou City.Based on the public policy evaluation theory and the Smith policy execution process model theory,this study focuses on the science and technology innovation policies introduced and still being implemented in Wenzhou since 2017.Based on the different roles played by science and technology innovation policies in science and technology activities,an evaluation index system is established from three dimensions: science and technology innovation supply policy,science and technology innovation demand policy,and science and technology innovation environment policy.Based on the 2017 to 2021 Wenzhou financial science and technology allocation Empirical analysis is conducted on 24 specific indicators such as the overall R&D funding investment in society.Through a fuzzy mathematical evaluation model,the overall implementation effect,supply policy implementation effect,demand policy implementation effect,and environmental policy implementation effect are obtained.On this basis,based on the Smith policy execution process model,combined with interviews and other methods,the main influencing factors of the implementation effect of science and technology innovation policies are analyzed from the aspects of policy formulation subjects,policies themselves,policy implementation processes,and policy implementation objects.The analysis results show that idealized technological innovation policies,investment in policy resources,attitudes of implementers,changes in the policy implementation environment,and policy audiences all have an impact on the effectiveness of policy implementation.Based on specific influencing factors and existing problems,propose suggestions such as scientifically and reasonably formulating policies,comprehensively reforming the policy implementation process,increasing policy publicity,expanding policy coverage,improving the efficiency of policy fund utilization,and encouraging enterprises to participate in policy formulation.The results of this study can provide valuable decision-making references for municipal governments to formulate,optimize,and implement technological innovation policies.
