With The View Of Taking Targeted Measures To Help People Lift Themselves Out Of Povertey,promote The Development Of Electronic Commerce In Countryside

The problem of anti-poverty is a global governance problem.Poverty is determined by social,economic and political factors.To eliminate poverty,improve people's livelihood and achieve common prosperity is the essential requirement of socialism and the goal of socialist construction in China.Whether China can achieve well-off society,the key is to see the fellow-villagers' life.Only the real solution of the "three rural" problems can the society move towards common prosperity.With the advancement of "Internet plus" seventh revolution in information technology,Poverty Alleviation Office of the State Council formally incorporated into the policy system of poverty in 2014.Meanwhile,the implementation of e-commerce poverty alleviation as one of the "ten major projects for precision poverty alleviation" began to be implemented in 2015.In 2017,the fourteenth article of the central document explicitly stated that we should promote the development of rural electric business."promote the electricity supplier,express delivery into the community as well as the countryside,and promote the integration development of entity store sales and online shopping",which was written in the report on the work of the government in 2017.Therefore,the development of rural e-commerce is an important measure to solve the problem of poverty.It is also the inevitable trend in the history of science and technology development.There are four chapters in this paper.On the basis of scientific socialism theory and from the perspective of precision poverty alleviation,the researcher selects Wannian county,the first rural electric business pilot county in Jiangxi,as the object.Marx's basic principal theory and method are applied in this paper and the researcher uses the theory of integrating with practice and inductive analysis.the effectiveness of poverty alleviation in rural areas of Wan county is analyzed through field research,and the problems and suggestions are actively explored in this paper.The main contents and views are summarized as follows:The first chapter is the introduction,which consists of four parts.The first part is the background of the study,that is,the reason for the topic;The second part is about the purpose,the theoretical and practical significance of the study;The third part mainly from the perspective of philology to elaborate the research status of rural e-business development under the vision of accurate poverty alleviation at home and abroad;the fourth part is the research method and innovation.The second chapter is the definition and theoretical foundation of the research,which is composed of two parts.The first part is the definition of related concepts,describes the poverty and antipoverty,Internet plus,e-commerce and e-commerce in rural areas,poverty alleviation and poverty related concepts of precision electricity supplier;The second part is the basis of the theory,mainly based on the theory of scientific socialism(Marx's anti poverty theory,Marx's view of science and technology,the theory of the essence of socialism with Chinese characteristics,Xi Jinping's theory of precision poverty alleviation),supplemented by the relevant theories of electronic commerce,to study the development of rural e-commerce in the vision of precision poverty.The third chapter mainly expounds the current situation and problems of rural electric business poverty alleviation in Wannian County,Jiangxi Province,which consists of three parts.The first part is the Wannian county in jiangxi province poverty survey and analysis;the second part is the status of the rural e-commerce development in the wan nian county: the establishment of the Jiangxi electronic commerce demonstration base,the establishment of he Jiangxi province e-commerce "double creation" industrial park.The third part summarizes the advantages of developing e-commerce in rural areas from four aspects: agriculture,tourism,industry and policy support.The fourth part mainly expounds the application and exploration of rural e-commerce to promote the industrial poverty alleviation in Wannian county.The fifth part summarizes the achievements of rural e-commerce in promoting the precision poverty alleviation in Wannian county from two aspects: typical cases and performance.The sixth part mainly analyzes the main problems of the business support in the Wannian county,which are the old,the big gap between the electric business talents,the imperfect electronic business system and the incomplete policy support.The fourth chapter mainly expounds the implementation and Countermeasures of the rural e-commerce development under the vision of accurate Poverty Alleviation: the government supports the electric business talents vigorously,updates the rural e-commerce poverty alleviation concept,comprehensively trains the rural e-commerce talents,and constantly improves the ecommerce ecosystem,consummate the poverty alleviation policy in an all-round way,and realize the rural e-merce poverty alleviation to the household;rural Electronics Business scale development,deep integration of industrial chain.
