Study On The Adjustment And Countermeasure Of Russian Industrial Structure

During the Soviet period there were many problems of Russian industrial structure,that has been attracted many attentions of domestic and foreign scholars.After realize the problems existing in the industrial structure the Russian authorities,the Russian federation began to actively adjust their industrial structure.However,because of deep-rooted problems are difficult to solve quickly,and there are some objective factors,it has not been optimized.After political crisis broke out between Russia and Ukraine in 2014,due to western sanctions to Russia,the Russian economic vulnerability problem of rational industrial structure stand out again.Based on the existing literature and document,this paper uses the methods of literature reading,comparative analysis and chart analysis,analyzing the rationality index of its industrial structure.this paper find out reasons of Russian industrial structure deformity development are: 1?The disadvantages of the economic system inherited from the Soviet era;2?The financial crisis constrains Russia's structural adjustment;3?Russia's foreign policy has increased energy dependence.This paper puts forward that the adjustment direction of Russian industrial structure is expanding trade cooperation with neighboring countries take advantage of good international opportunities,such as "One Belt And One Road" and "Eurasian economic union".The research content of this paper is the evolution process,current situation,problems,causes,opportunities and challenges of Russian industrial institutions.Based on the analysis of the problems,this paper puts forward methods measures of industrial structure adjustment and summarizes the opportunities and challenges;The paper's key point is balancing the proportion between industries,optimize the industrial structure,and optimize the internal structure of the three industries.To this end,author believes that in order to adjust its industrial structure,need to be guaranteed in the industrial policy,so the article puts forward seven countermeasures,1,strengthen support for agriculture,2,improve the level of agricultural scientific research,3,promoting diversified industrial structure,4,and improve the investment environment,5,investment,development innovative and high technology,6,vigorously developing education and information industry,7,Attract excellent talents both at home and abroad.Through research,on the problems existing in industrial structure interpretation in Russia,on its causes,and investigation,It is concluded that opinion: raising the level of agricultural technology,diversifying industrial development,adjusting the structure of import and export,so that improve the added value of third industry.Take advantage of the "One Belt And One Road" opportunity and its own existing foundation,providing a new direction for industrial restructuring.
