As a new form of economic organization with spatial agglomeration and regional rootedness,clusters are the core of the competitiveness of countries and regions.Innovation provides a reliable choice for cluster enterprises to escape lock-in and recession.However,with the globalization of the industrial layout,detailed division of labor,and fierce market competition,the form of innovation has also changed.Cluster companies have gradually turned from single-minded innovations to seeking collaboration in order to control innovation risks,reduce innovation costs,and shorten innovation cycles.In other words,synergetic innovation,whether from the perspective of theoretical innovation or the need for practical development,is an effective way to promote cluster enterprises to maintain their competitive advantages and promote the overall transformation and upgrading of clusters.This paper takes the self-organizing synergetic failure cluster as the research object,proceeding from the need of cluster transformation and upgrading,and combining the cluster enterprise and the cluster system,describes the self-organizing structure of synergetic innovation and the system evolution,and discusses the driving factor of self-organizing synergetic innovation.The resulting assumptions and conditions explain the causes and mechanisms of the failure of synergetic innovation,analyse government incentives,and put forward measures to deal with the failure of synergetic innovation.Among them,the theoretical mechanism analysis and theory design for the failure of synergetic innovation are the main concerns of this paper.It is found that the phenomenon of "difficult to synergy" or "not synergy" in synergetic innovation arises from the information asymmetry,bounded rationality,and opportunist tendencies among cluster companies,which can be reduced through the self-organizational behavior of cluster companies and industry associations.However,in response to the obstacles that cannot be overcome by cluster enterprises' self-organization,once collaborative innovation failures are formed,without external power intervention,the synergetic innovation system will continue to be closed-loop and strengthened under negative feedback,and will eventually be firmly locked in the failure stability.Combining the characteristics of multi-party participation in synergetic innovation of cluster companies,this paper attempts to establish a synergetic innovation model of tripartite participation under the government incentive mechanism based on the evolutionary game theory.It considers the choice of synergetic innovation strategies of government and cluster companies under the premise of government incentives,and analyzes the outside force of the cluster.The influence of life variables on the decision-making process,and how to ensure the realization of the optimal state,so that the government and the cluster enterprises achieve a win-win situation.In the end,this paper gives advice from the perspective of self-organizing behavior and government behavior to eliminate the phenomenon of synergetic innovation failure of cluster enterprises,and expects that the relevant conclusions can provide theoretical basis for promoting synergetic innovation of cluster enterprises.
