With the process of urbanization,more and more people are pouring into the city.In this context,housing demand in cities is gradually increasing,house prices continue to rise,the original residents of the middle and high income stratum in the town all use it to obtain the original accumulation of wealth,however,the newly-entered urban population and the newly-employed college students are unable to cope with high prices,therefore,the gap between the rich and the poor in society has been expanded,social contradictions have been accumulated,and mobility barriers to the workforce have been created.The population of this new entry city is an important support for the process of urbanization,therefore,public housing that does not restrict household registration becomes an important means for retaining talent and promoting social fairness in the city.At the same time,in the State Council's issuance of the “Urban Housing Security Regulations(Draft for Comments)”,tenants who have been continuously chartered for public rental for at least five years and meet the conditions for placing can purchase public rental housing.So many local governments are facing the issue that the first five-year lease period for tenants of public rental housing has coming,and how the prices of public rental rental re-sales are specifically determined,and now most of the government has not really implemented the policy of renting and resale of public rental housing,but it is just trying to find a way out.So,the paper proposes a study of the sale pricing under the public rental rental resale model.First of all,the paper reviews and analyzes the pricing model of public rental housing in all provinces and cities across the country,finding that current public rental housing in China mainly adopts cost pricing method and market comparison method,and pointed out the defects of the two single pricing methods,so the paper decides to consider from the perspective of cost and burden ability.Secondly,through combing and analyzing the policy documents of public rental housing in various provinces and cities in China,the paper identified the path of multi-channel supply of public rental housing,and finally obtained seven paths.According to the guaranteeability of the guarantee object,the profitability of others and the continuous turnover of the public rental funds are excluded,the scope of this paper will be limited to path 6: the public rental system adopts the lease and sale system,and the limited property right mode,and the exit path is government repurchases for sale Finally,the research scope of this article is limited to path 6: Public rental housing adopts the system of rental and sale,and it uses limited property rights,and the exit path is sold by government repurchase.Thirdly,the paper separately analyzes the rent and cost factors of establishment system,the rent-and-resign model of public rental housing,and distinguishes between commissioned agency construction and distribution system to determine the pricing model for public rental housing based on cost.Fourth,the paper draws on the division of public rental housing objects in Beijing and Chongqing,and classifies public rental housing objects into three categories and determines their access standards for public rental housing according to the two dimensions of affordability and purchase intention: class I is graduates of the new generation,class II is rural migrant workers and other rural displaced persons,and class III is urban housing difficult households.On this basis,the model for determining the rentability of public rental housing based on the ability to pay is established.Fifth,rhrough the literature research method,this paper determines 9 related factors from the four dimensions of the government financial affordability,affordability of the protected object,the housing market,and the cost.Then,questionnaire survey and principal component analysis method were used to screen out six influencing factors,and a preliminary pricing-related index system for public rented rental resale model was initially formed.Finally,using AHP to determine the subjective weight,using CRITIC to determine the objective weight,the Kendall rank correlation coefficient is used for the pre test,and the combination weight of the final decision scheme is obtained by using the D-S evidence theory synthesis rule,and the Kendall concordance coefficient is used for the post test.Finally,getting the comprehensive pricing model under the public rental housing resale mode.The paper analyzes the model of the sale pricing under the mode of renting the rents of public rent.Through the study of two aspects of the construction cost of public rental housing and the affordability of the guarantee object,it provides the basis for the government to set up the pricing policy under the mode of the public rent resale,which is of great significance for promoting the development of the public rental housing and ensuring the smooth development of the process of urbanization in China.
