Using a low cost advantage to integrate into the global value chain,China faces the dilemma of “low-end locking”.In order to cope with the "hollowing" of manufacturing,the developed countries such as the United States have issued policies to guide the reflux of manufacturing.At the same time,low cost advantages in China are gradually disappearing.And the low-end embeddedness of more emerging economies makes China's manufacturing at risk of being squeezed out of the global value chain.In combination with the development of China's manufacturing,in accordance with the traditional way of upgrading or simply relying on export-oriented comparative advantages,China's manufacturing is unable to get out of the dilemma.Now,China need improve the status of manufacturing on the global value chain to promote the process of transformation and upgrading.In Chinese,the "Internet Plus" has become the national strategy.The trend of the integration of Internet and traditional manufacturing continues to deepen.The results of integration to promote industrial upgrading have been preliminarily shown,and the prospect is more impressive.International experience shows that the integration of the Internet and traditional manufacturing has become a reasonable choice to promote the transformation and upgrading of the manufacturing.On the basis of summarizing the existing research and combing the related theories,this paper presents the mechanism of “Internet Plus”to promote the upgrading of the manufacturing in the perspective of the global value chain.In the empirical section,the section data of 14 manufacturing industries in China in 2002-2011 are selected to analysis whether the degree of Internet can promote the upgrading of the manufacturing.We consider the embedded position and value-added capacity in the global value chain as two dimensions to measure the status of manufacturing and explore which dimension in the process of Internet can improve the status of manufacturing.On this basis we put forward the models of the upgrading of the manufacturing based on the "Internet Plus".Studies have shown that the embeddedness and value-added ability of the Internet index to the manufacturing are significantly positive from the overall level of manufacturing.It shows that the Internet process is an active role in promoting the improving status of manufacturing in the global value chain..From the technical level of the manufacturing,the low technology manufacturings are more likely to improve the embedded position and increase the value-added ability in the Internet process than the middle and high technologymanufacturings.From the specific industry level of the manufacturing,the Internet process has a significant positive impact on the improvement of the embedded position of the manufacturing,while the impact on the value-added capability has a strong industry heterogeneity.Based on the impact of the Internet process on the embedded position or value-added capability of the specific manufacturing,this paper summarizes four upgrading models of manufacturing based on the “Internet Plus”.On the basis of theoretical and empirical analysis,this paper puts forward the conclusions of study in order to provide rationalization proposals for the formulation of relevant policies.
