Research On Construction Of Index System And Evaluation Model Of Taxi Operating Mode

Restricted by the management system of taxi industry,labor employment,and other conditions,the traditional taxi operating mode is dominated by the contracting system,which has undergone no rapid development since the 1990 s.With the rise of the sharing economy,new taxi operating modes are emerging one after another.According to studies of relevant literatures,it is generally accepted that staffing system fits the traditional operating model best,while scarce comparisons and studies are conducted with respect to new operating models against the background of sharing economy.No final conclusion is reached as for the comparison between the old and the new operating modes.Therefore,this paper aims to construct the index system and evaluation model for taxi operating mode,solve the existing problems in the current studies,and determine the future development direction of taxi operating mode.Firstly,in this paper,eighteen evaluation indexes including corporate profit and operation income are selected after evaluation indexes are extracted from relevant research reports,and industrial and corporate management systems and taxi companies are studied.An evaluation index system is constructed based on a brainstorming session,together with the approach of interpretative structural modeling(ISM).Then,analysis is conducted on the development course of the taxi operating mode of Guangzhou,that is,“staffing system—sole proprietorship system—contracting system—returning to the staffing system”,and obstacles to the implementation of the staffing system in the traditional environment are put forward.In the meanwhile,four alternative development plans are developed,namely,traditional contracting system,sharing-economy contracting system,sharing-economy sole proprietorship system,and sharing-economy staffing system.To determine the development direction,analytic hierarchy process(AHP)is applied,paired comparison is conducted by experts on indexes,and the importance weight of each index on the general goal is calculated.Based on these,a taxi operating mode evaluation model is established,which shows that the sharing-economy staffing system works well as the development direction of the taxi industry in the future.Finally,according to the analysis,the sharing-economy staffing system has such advantages as higher consistency with government policies,more standard labor employment,better vehicle appearance and technical performance,and higher freight rate.Meanwhile,policy-related recommendations are proposed,such as highlighting the government's leading role,strengthening multi-dimensional and stereoscopic service system,making more efforts to remedy deficiencies in industrial management,and continuously improving drivers' satisfaction.
