Research On Policy Implementation And Optimization Of Agricultural Machinery Purchase Subsidy In Yueqing

China has started to implement the subsidy policy of agricultural machinery purchase officially.The overall results are remarkable.The implementation of agricultural machinery purchase subsidy is an important part of the national policy of strengthening and benefiting agriculture,which actively promotes the process of agricultural mechanization and realize agricultural modernization in China.During the implementing,In some aeras,there exist some problems,such as low efficiency of fund use and unsatisfactory of implementation effects.This paper mainly uses the methods of literature research,questionnaire,the case study and interviewing from the perspective of Smith's policy implementation process model.Through the analysis of the relationship between Yueqing's agricultural machinery purchase subsidy policy and the development of agricultural mechanization in Yueqing,this paper explores the factors affecting the implementation of the policy of agricultural machinery purchase subsidy,and find ways to improve the efficiency and effectiveness of agricultural machinery purchase subsidy funds.It also puts forward theoretical and practical basis for the government to further optimize the subsidy policy for agricultural machinery purchase.Firstly,this paper introduces the background,purpose and significance of the study.Literature review and relevant status of research at home and abroad,as well as related concepts and theories are also concerned.Secondly,by analyzing the status of Yueqing agricultural machinery purchase subsidy policy,the efficiency of fund use and the distribution of fund use projects,combined with questionnaire survey methods to understand the satisfaction and awareness of policy implementation targets.Subsequently,the focus is on the implementation of the agricultural machinery purchase subsidy policy in Yueqing City,such as the low efficiency of policy implementation,the imbalance of the use of funds,the loopholes in the supervision of the late use of agricultural machinery,and the difficulties in supervising the price of subsidized machinery.Then this paper focuses on the policy itself,policy implementation agencies,target groups and policy execution environment to analyze the causes of the problems.Finally,the paper puts forward the countermeasures to further optimize the implementation of the subsidy policy for the purchase of agricultural machinery in Yueqing City.There are four main points:firstly,to enhance the idealization of the policy itself to fully ensure that the policy is tailored to local conditions,time and people;secondly,to build an effective policy implementation organization,clarify the appropriate personnel management structure,implement a detailed professional personnel training mechanism and be supplemented by a convenient and efficient one-stop service model are recommended;thirdly,to strengthen communications with target groups,optimize access to farmers' information,strengthen the government access to farmers' information and feedback channels and find a way to increase the purchasing power of target groups;finally,to create a better policy implementation environment from the political,economic,cultural,history and other aspects.
