The policy of agricultural machinery purchase subsidy was first put forward in the law of the people's Republic of China on the promotion of agricultural mechanization issued in November 2004.This policy is a very important public policy in the field of Agricultural Mechanization in China.Its implementation is of great practical significance in promoting agricultural mechanization and modernization in China.Under the background of implementing the strategy of Rural Revitalization and building a well-off society in an all-round way in China,agricultural mechanization and modernization are the important forces to promote rural revitalization,and farmers' income increase through agricultural mechanization is an important part of building a well-off society in an all-round way in China.In this paper,Jixi County is selected as the research object.Firstly,through data analysis,the statistical data and development status of Agricultural Mechanization in Jixi County over the years are investigated and studied.It is found that since the implementation of agricultural machinery purchase subsidy policy in 2004,the amount of agricultural machinery in the whole county and the mechanization level of farming seed income have been greatly improved,and at the same time,it also plays a role in promoting the increase of farmers' income Key role.Secondly,combining with the theory of public policy implementation,this paper studies and analyzes the implementation process of agricultural machinery purchase subsidy policy in our county,including the implementation scheme of agricultural machinery purchase subsidy policy in Jixi County over the years,the catalogue of subsidized machinery,subsidy standards,etc.it is found that there are some problems in the implementation process,including the lag of policy implementation,the confusion of pricing of agricultural machinery sold,the quality and pre-sale of subsidized machinery After sales service is difficult to guarantee,the phenomenon of seizing and seizing subsidy funds,and the blindness of farmers in the process of purchase of agricultural machinery affect the effectiveness of policy implementation to a certain extent.After analysis,it is found that the introduction of agricultural machinery purchase subsidy policy is not timely,the supervision of relevant government departments is weak,and agricultural machinery distribution enterprises mislead and cheat in the process of agricultural machinery purchase and sale For,the lack of policy implementation ability of agricultural machinery competent department,the lack of laws and regulations lead to the limited conditions for the implementation of subsidy policies in accordance with the law,the low education level of agricultural machinery procurement subject and the weak awareness of rights protection.Finally,using the theory of government intervention,public policy implementation and other public management theories to put forward optimization suggestions for the problems found in the analysis,including timely introduction of subsidy policies,strengthening of government supervision,strengthening the implementation ofagricultural machinery competent departments,improving the laws,regulations and supporting measures of agricultural machinery purchase subsidies,and strengthening the publicity of agricultural machinery purchase subsidies policies,for Jixi County and Similar areas more effective implementation of agricultural machinery purchase subsidy policy to provide ideas and countermeasures.
