Optimization Analysis Of The Fiscal Expenditure Based On People's Livelihood Perspective

People's livelihood involves various fields such as clothing,food,housing,and transportation.It has always been the concern focus of the Party and the government.As the vanguard of reform and opening up,Suzhou has always attached importance to people's livelihood,with the structure of public finances gradually improved and the financial expenditure in the livelihood sector gradually increased,making unremitting efforts to protect and improve people's livelihood.However,compared with developed countries and regions,there is currently a certain gap in the area of people's livelihood in Suzhou City whether in the scale or ratio of the fiscal expenditure.Issues such as education,medical care,social security and employment,and housing security that concern people's vital interests still restrict the healthy development of society.By using literature research method,comparative analysis method,and quantitative analysis method,through the combination of theory and practice,this paper expounds the status quo of the financial expenditure in people's livelihood in Suzhou and analyzes the characteristics and development trends of the financial expenditure in people's livelihood in Suzhou from 2007 to 2016.It points out its four problems of insufficient scale,low proportion of GDP,unstable growth rate,and lack of long-term protection mechanism.Subsequently,the root causes of the problems are explored,namely,the constraints of development concept,the lack of government financial resources,the absence of a regulatory system,and inadequate laws.On this basis,the suggestions for optimizing the fiscal expenditure model are proposed,namely establishing the public finance concept of giving priority to people's livelihood expenditures,optimizing the financial operation mechanism for people's livelihood,establishing a performance assessment and supervision mechanism that prioritizes the people's livelihood expenditures,and building a scientific and standardized legal system of financial revenues..Through this research,the author tries to provide worthwhile suggestions for Suzhou City to adapt to economic and social development,meet the needs of the people's livelihood,and improve the fiscal expenditure model.On the other hand,the author also hopes to provide a useful reference for other regions to change concepts of fiscal expenditure to suit local conditions and strengthen people's livelihood.
