Natural gas has become one of the most attractive energy sources in China in twenty-first Century.The market share of Gas Co service providers in major cities has increased sharply from 27% in 2005 to more than 40% in 2013.China's urban gas market is highly fragmented.In order to obtain stronger bargaining power and lower operating costs,the gas industry's mergers and acquisitions have been going on.In the city gas industry,large service providers have stronger bargaining power,better synergy and lower unit costs,so the trend of mergers and acquisitions in the industry will continue.Now it seems that the local city Gas Co or regional urban gas enterprises have become the target of acquisition and merger of large city gas service providers,and show a fierce bidding situation..In today's gas industry,Zhongyu gas has become a representative of the Gas Co,which adopts the management and control system of parent subsidiary companies.Zhongyu gas is currently taking strategic control mode.In the construction of human resource management and control system of the company group,its human resources management and control model can be divided into operation management type and large scale.Three basic types of type and loose management.Zhongyu gas is a flat organization structure.With the rapid development of the company and the continuous expansion of the operation area,the rapid layout of new projects and the acquisition and merger of other gas enterprises make the direct management of the group management headquarters more and more.The problems left over by the history of the subsidiaries are different,the development stages are different,and there is a regional difference.The quality of human resource managers is uneven,the managers of the subsidiary company pay more attention to the different reasons,which lead to the human resource management system more or less to be faced with or some problems to be solved.At the same time,the merger and acquisition of more gas enterprises has made Zhongyu gas face the problem of implanting the culture and management mode into the new projects and the merger and acquisition enterprises.This subject takes Zhongyu gas as an example.From the perspective of human resource management,through the management of the existing item company(subsidiary)by Zhongyu gas,the budget audit is not accurate enough,the salary incentive system is not perfect,and the performance appraisal system is not flexible enough,and so on.With the continuous expansion of the group scale,the increasing difficulty of the management of the regional subsidiaries and so on,the flexible application of empirical methods and theoretical research,strategic research methods and tactical research methods is used to analyze the human resource management system under the management and control model of the gas and mother gas company of Zhongyu.According to the actual analysis of the existing problems,and putting forward the classification and setting audit standards to improve the precision of the budget audit,rearrange the salary structure,the classification and classification improvement performance appraisal form,the personnel classification management,and strengthen the supervision and assessment,so as to make the human resources under the management and control mode of the gas and mother gas subsidiary company of Zhongyu.The resource management and control system has been optimized to help its new projects and enterprises acquire and merge into the existing management system so as to ensure the continuous and stable operation and development of the enterprises.
