Current Situation Analysis And Strategy Research For Rural Illegal Occupation Of Cultivated Land In Lianjiang Country Of Fujian Province

Lianjiang is a suburban country of Fuzhou on the eastern coast of Fujian province.In recent years,the phenomenon of rural illegal occupation of cultivated land in Lianjiang country is prominent.The frequent illegal occupation of land in rural areas has caused the destruction of a large amount of arable land and has affected the management order of construction land.The disordered use of land resources has further deteriorated,which has seriously hindered the effective implementation of land use planning.Focusing on the serious social problem of illegal occupation in rural areas in Lianjiang country,the statistics of illegal occupation data that from 2008 to 2016 is proceed.Combining the natural,social and economic environment of Lianjiang country,the dynamic analysis with regard to the mention above condition is carried out according to the time dimension.The main conclusions are as follows:(1)The number of illegal land occupation in rural areas as well as the areas of land&arable land occupied and the area of land occupied by the case see fluctuating growth.The illegal land use has been diversified over time.The construction scale of rural housing by villager has been reduced.There has been a significant increase not only in the number but also in the area of land occupied with regard to the illegal uses of industrial and mining land,public management and public service land,special land,as well as transportation land.The condition of arable land illegally occupied,which connecting with residential land,public administration and public service land,is prominent.The main body of illegal land occupation is still mainly rural villagers,while the illegal occupation of land by village collective organizations,enterprises,institutions and religious organizations has gradually increased.(2)The areas of illegal land occupation in Lianjiang country are distributed widely as a whole.It shows a trend of gradual diffusion from north to south with regard to illegal land occupation over time.The situation of illegal land occupation for inland towns is more evident than the coastal ones.The space distribution of illegal land occupation for the same purpose is relatively concentrated,meanwhile the one for different purpose varies greatly.(3)Through influent factors analysis with regard to illegal land occupation in Lianjiang country,it is shown that there is a positive correlation between the illegal land occupation in Lianjiang country and the land demand as well as the land supply area.From 2008 to 2012,the gross domestic product(GDP),fixed asset investment,sales of commercial housing,and the per capita disposable income of rural residents are positively correlated to the illegal occupation of rural areas in Lianjiang country.From 2012 to 2016,nevertheless,the GDP,fixed asset investment,the actual use of contract foreign capital,and the per capita disposable income of rural residents are negatively correlated to the illegal occupation of rural areas in Lianjiang country.
