| Under the new norm,Chinese economy has showed a L type of trend,steel overcapacity are prominent.From the perspective of the new environmental law,With the in-depth development of the collaborated prevention and control of air pollution in the Beijing-Tianjin-Hebei Region,the resource-based cities in Hebei province are facing the growing pressure to reduce overcapacity and control pollution.The transformation and upgrading of resource-based cities has become a very urgent task of universal strategy,not only related to the sustained and healthy economic development,but also a matter of social harmony and stability.Qian'an is a typical resource-based city,which is famous for iron mine and steel.relying on the unique advantages of iron ore resources,the iron and steel industry had developed rapidly.Private capital have been abundant.Its comprehensive economic strength had been topping Hebei Province steadily for many years.However,economic development has been in a passive situation of declining since 2013.The surface reason relies on external factors including the macroeconomic downturn in recent years and decline in iron ore and steel prices.The fundamental reason lies in the industrial structure contradiction.Therefore,it's imperative for Qian'an to accelerate the transformation and upgrading of resource-based economy development mode.This paper takes Qian'an as an example.According to why and how to upgrade,it has carried out the exploration and research,including the resource-based economic development mode of Qian'an,transformation environment,partition of industrial type,selection of transition mode,and the development ideas,to provide support for the transformation and upgrading of resource-based cities in Hebei Province.This paper firstly shows the concepts and theories related to resource-based city.Secondly,it analyzes the economic development of Qian'an City,industrial structure,technological innovation,energy consumption and ecological environment,which demonstrates the present condition of Qian'an's resource-based economic development model.Thirdly,Applying the SWOT analysis,it analyzes the internal and external transformation Circumstances of Qian'an,shows four partitions of industrial type through the matrix analysis,builds the strategic framework,selects the multi-component integration,proposes the paths of industrial transformation and upgrading.Finally,it is the safeguard measures and suggestions for the transformation and upgrading of Qian'an's resource-based economic development model. |
