| Shanxi Province is a typical resource-based province with rich mineral resources and has developed into a major energy base in the country.Shanxi has driven rapid economic growth by virtue of its resource advantages,but the resource-based economy has also brought many problems.It is mainly manifested in the formation of the industrial structure of "one coal dominates",resulting in the imbalance of the industrial structure and the great damage to the ecological environment,and the economic transformation is imperative.Since the 1990 s,Shanxi has formulated a number of policy documents to promote the transformation of Shanxi’s resource-based economy.In2010,it ushered in the biggest policy opportunity since the reform and opening up.Shanxi was officially approved and established as the only province-wide national resource in the country.It has entered the stage of transformation and development of resource-based economy.In 2017,the State Council issued Document No.42 specifically for Shanxi Province,raising Shanxi’s resource-based economic transformation to the height of national strategy,and proposed to Shanxi that “by 2030,it will basically form multi-point industrial support,multi-point complementary advantages,multi-polar market bearing,internal fully competitive industrial system”.From a practical point of view,building a modern industrial system will help Shanxi break the curse of resources and achieve sustainable and high-quality development.The state particularly advocates the construction of a modern industrial system,and Shanxi also builds a modern industrial system with its own characteristics based on factors such as its own industrial base,resource endowment,and location conditions.In this context,it is of great significance to study the construction of modern industrial system in Shanxi Province in the transition of resource-based economy.First of all,this paper sorts out the literature on the transformation of resource-based economy and the modern industrial system,and defines the related concepts of the modern industrial system.This article expounds the connotation of the modern industrial system from three aspects,that is,the optimization of the three industrial structures,the factors that promote economic growth,and the transition from traditional to modern.Secondly,it analyzes the nature and characteristics of the modern industrial system;analyzes the necessity of building a modern industrial system in the transformation of resource-based economy;analyzes Shanxi’s location advantages and resource endowments;combs the development process of Shanxi’s resource-based economy,including The formation stage of the resource-dependent economy,the adjustment stage of the resource-based economy and the transformation and development stage of the resource-based economy;the development of the three industries is analyzed.Thirdly,38 indicators were determined from five dimensions of real economy,technological innovation,modern finance,human resources,and green development,and an evaluation index system for the modern industrial system was constructed.Using the entropy-TOPSIS method to analyze the data of 30 provinces(municipalities and autonomous regions)in my country from 2015 to 2019,and place Shanxi in the national development framework for evaluation,the results show that the development of Shanxi’s modern industrial system is generally good,but in the whole country It is still at a relatively backward level in development;the study found that Shanxi’s modern industrial system has problems such as unreasonable industrial structure,low industrial structure level,weak industrial competitiveness,insufficient input of elements required for industrial development,and resource and environmental constraints.The question puts forward relevant suggestions from three perspectives:strengthening government planning and policy guidance,strengthening the construction of its own modern industrial system,and building an inter-regional coordinated development mechanism. |
