Evaluation Of Financial Benefits Of Expressway Projects

Since the late 1980s,the construction of highway in our country under the strong support of national finance policy,obtained the very big development,inter provincial trunk road network has been significantly improved,the traffic mileage has increased greatly,the existing national highway overall operation scale has been ranked first in the world.However,from the current national highway project operation situation,many projects have been operating losses,some projects appear even operating difficulties.If not timely to study solution,the problem will endanger the construction and operation of highway.But at the moment,financial research work from the perspectives of the highway project company still can not get the attention of the relevant departments should be.Therefore,it is needed for highway projects to evaluate the financial benefit,analyze the causes of the low income of the project,and then targeted for further improvement,in order to improve the financial situation of the highway project.In this paper,based on the financial benefit evaluation related theory,combining with the characteristics of highway industry and build financial evaluation indicators,and F province S highway sections of A case as the research object,using the relevant financial analysis refers to the judgment of the actual project profitability and solvency,it is concluded that the actual project profitability and solvency,financial evaluation failed,the evaluation results and the project feasibility study report have significant deviation compared the evaluation conclusion.To find significant deviation causes,the application of comparative analysis,the fee income,project cost and traffic flow data for comparative analysis,found serious decline in operating period fee income is the main reason for the failing this project financial evaluation,and the cause of decline in operating period fee income appear serious is in this project engineering feasibility study stage the traffic volume forecast data appear on the high side and caused by the high rate forecast,at the same time,also found that the main reason of traffic flow that the actual value is lower than the predicted more is road tolling policy changes and design speed caused by the differences.In order to ensure the normal operation of the project,put forward the project to use the F province has issued on the consent of highway project land purchasing and storage policies,and perfecting the highway project from the decision-making mechanism,the reasonable design of the driving speed,make full use of the preferential policies of the government,the province unified operation,reduced interest rates for bank loans,to extend the highway toll period suggestions,hope that through this study can not only provide valuable references for the further improvement of the project,but also hope to provide reference for F province other decision of highway project in the future.
