Negative Effects Of The Network Public Domain And Its Governance

The technical possibilities,the free and open discussion platform,the powerful internal search and hyperlink provided by the Internet means not only change people's communication habits and activities,but also affect the power structure and cultural ecology of human society.The network is no longer a single information dissemination tool.It opens up the new internal mechanism in the public sphere.The sprout and growth of the public sphere in the Interne provides an ideal place for the public to express their opinions,rationalize dialogues and criticize the debate.However,while the internet public sphere has shown people a good prospect of democracy,it has also exposed a series of shortcomings and problems and affected the progress of democracy.The free and open Internet environment has provided a breeding ground for the flare-up of some problems,such as the noise and restrictions of network discourse,network violence,and the dilemma of solving network public opinion.It has undermined the relationship between judicial independence and public opinion supervision,and has shaken the credibility of the government and media.It's harmful to people's relationship on the Internet.Through the research of the characteristics of the internet public sphere and the actual case analysis,this paper points out the problems and negative effects in the internet public sphere which is not yet mature and trace back to the reasons behind the problem.Then we need to explore whether the negative effect of the internet public sphere has the necessity to governance and who should take the responsibility.Finally,the measures for the negative effects of the internet public sphere should be agreed under the guidance of the principles of multi-subjects collaborative governance.The first part of this article explains the basic theory of the public sphere and demonstrates the expansion of traditional public sphere to internet public sphere,then puts forward the necessary conditions of the ideal internet public sphere.The second part of this article summarizes and highlights three prominent issues exposed in the internet public sphere by combining with social reality: the noisy and limited of network discourse,extreme democratization tendency,interference with judicial fairness and independent trial;network violence,infringe on the rights and interests of citizens,challenge the moral bottom line of the internet;the Internet public opinion incident was in trouble,resulting in a decline in government credibility and public political indifference,and inducing social conflicts.In the third part of this paper,we mainly analyze the incentives of the negative effects in the internet public sphere and summarize three surface reasons including the differences in resources possession and unequal rights of discourse between the participants in the network,the commercial erosion of the internet media and the negative effects of self-media,the legal regulations on network supervision are not perfect yet.By reflecting on the surface of existing governance measures and norms,we further point out the underlying causes of these problems,insufficient rationality of participants,doubts about the public nature of online issues,and the lack of effective response by public authorities.It tries to find the governance entrance of the internet public sphere from a new perspective,then put forward the necessity and significance of the governance of the internet public sphere,and point out the principle of multi-subjects collaborative governance.The fourth part of this article puts forward the specific ideas of governance through the analysis above.And propose some operational recommendations from the three aspects including the awareness of the main participants,relations between government and social and the online media.
