Research On Flexible Law Enforcement In Urban Governance

Nowadays,China has gradually formed the flexible law enforcement atmosphere of urban governance.For example,in July 2011,wuhan city promoted the "chengguan revolution" to achieve the effective results of demonstration.And established in the fourth plenary session of the party's 18 the statecraft "comprehensive" governing the country according to law,to further reform of the administrative law enforcement system,responded to a series of contradictions and problems in the current social development.Therefore,from the background of the society,we discuss the application of flexible law enforcement in Chinese cities,and make appropriate Suggestions on its future development.This article mainly USES the method of literature analysis and case analysis,at the beginning of the article first elaborated this article research background and research significance,and then to the domestic and foreign relevant research literature and generalizes the theory of soft law enforcement of city governance,which involves the flexible concept of the legal basis for law enforcement,management foundation and guidance,etc.And then to case study of guangzhou baiyun district urban management bureau flexible law enforcement,flexible law enforcement status of baiyun district urban management bureau is currently are analyzed,summarized the current baiyun district urban management bureau in the flexible law enforcement law enforcement team is uneven,law enforcement legislation lags behind practice,civilized city should be publicity false ascension and media such as face difficulties,and the problems that exist in the flexible law enforcement causes analyzed.After against public administrative organ from 2009 to 2009 as the basic of the typical case,from three levels: systematic analysis of the multiple case studies,it mainly includes case feature,case phenomenon and case system specification,the development of guangzhou baiyun district current urban management revolution and further explore the achievement,flexible enforcement of governance of guangzhou city demanding problem of probing depth in combination with the requirements of urban governance,its deep reason has revealed.Finally,this paper proposes some Suggestions for the future urban governance flexibility law enforcement in Baiyun District.In short,in the guangzhou baiyun district urban management revolution caused a great change,people largely accepted the flexible law enforcement of urban management,but there still exists some problems need to be solved.So this article to baiyun district revolution "chengguan" research in the flexible factor combined with urban administrative law enforcement in China's current administrative management system and the level of modern management is of great significance.In the future development of flexible law enforcement,its innovation practice should become more legal and normal,and science leads flexible law enforcement to maximize its utility.
