Fraud problems have seriously affected the grassroots democratic election.Fraud brought serious harm to the villagers and local areas, and it has hindered thedevelopment of the local rural collective economic. How to solve this problem hasbecome the common concern of the masses we need to use laws to solve it.This article is a survey formed through investigating of the village committeeelection fraud phenomenon.It uses analysising of relevant data for accurate statistics,and through visiting for mastering the fact. The investigated region is a typical ofnorthern rural areas, even if it is just a part of the rural village, and it could not fullyrepresent all kinds of problems, but it can show us a small part of reflects the latestand most seriously problem appeared in the process of the village committee election.In this article, through the analysis of related data, we can see with the developmentof the society farmers’ living standard has been greatly improved and farmersideology also has got greatly improved. Farmers no longer only focus on money, but also pay attention to the spiritual ascension. Farmers’ interests related to the country’sstability, and our country makes effort to support the rural economy. Howerer,leaders who are voted through democratically process have no sense ofresponsibility for driving the development of the villagers to become rich, and theyusing private rights violate interests of the villagers. Farmers are lack of legalconsciousness, have less ways of knowing information and farmers are still vulnerablegroups. In this paper, the data and materials are all from the vast peasant and thecontents of the report is the most practical situation. Through the survey to find outthose problems existing in the rural grassroots democratic election,are useful foroffering practical advice of the perfection of the rural grass-roots election work.
