Research On The Transformation Of Agriculture-related District Government Functions Under The Background Of New Urbanization

The report of 18th CPC National Congress offered to take a new road of urbanization,The report of 19th CPC has stressed once again that it is necessary to give full play to the role of the government and promote the development of a new type of industrialization,informatization,urbanization and agricultural modernization.The new type of urbanization is still the focus of future work,and the county level government is the executor of the new urbanization strategy.In the face of the transformation of the new normal economy and the main contradiction of society,the road of new-type urbanization puts forward higher demands on the transformation of the functions of the county government.In recent years,the county district government actively explore,repeated government institutional reform,combined with the actual situation,around a series of pilot attempt transform function positioning,innovation system design,has obtained certain achievements.However,we still face some new situations and problems,especially the path selection of new urbanization,constraints on the bottleneck of factors,industrial development orientation,and the settlement of the problems of agriculture,rural areas and farmers.Agriculture district in the process of the change of government function,both to grasp their own specific role positioning,sort out and other levels of the government's distinction,clear development of important and difficult,and to think seriously about,introduced the corresponding measures,handle the relationship between the market and the government,within the category of limited government do things to do.Therefore,this paper studies the transformation of the functions of the government in the area of agriculture,which is aimed at providing a reference for speeding up the construction of new-type urbanization,building the service type and the limited prefectural level government.Using case study,this paper first discusses the significance,connotation of the new urbanization strategy,etc,then expounds the different emphases of regional government functions.introduces the attempts and experiments of S district government which is a representative agricultural government in the Northern Jiangsu on social management and public services,economic functions and ecological functions,reform of administrative in the process of new urbanization construction,analyzes the factors restricting the existence of functional transformation,the problem of the low efficiency of the organization,the low autonomy of the city,and the unsynchronization of the mass scale.Also analyzes the reasons of the existence of problems,mainly problems of management system,unclear orientation of function,the inspection shall be investigated for weak,insufficient innovation reform,etc.,at last,summarizes S district government's function change practice,further puts forward five Suggestions of transforming function to adapt to the new urbanization construction:Firstly,Improving the quality of agricultural rural development is to realize the transition from extensive to smart growth;Secondly,it's necessary to improve public service in urban and rural areas and form the governance pattern of multi subject interaction;Thirdly,optimizing the function allocation of institutions is to build a pragmatic and efficient government;Fourthly,it should reduce administrative intervention and build a limited government under the rule of law;Finally,it should strengthen supervision,examination,accountability and build an evaluation system for the transformation of government functions.Through these efforts,we will constantly transform the functions of the government in the area of agriculture,and actively adapt to the new type of urbanization and raise the level of urban-rural integration.
