Study On The Implementation Of The Combination Of Pension And Medical Care In China

How to solve the problem of old-age pension in our country and to protect the basic living standard of the elderly is the urgent task to promote the development of our country's old-age service industry.With the progress of the times,especially the need for long-term professional care services to increase the number of older people.How to solve this part of the special needs of the elderly medical and nursing problems,the development of China's new challenges of old-age services.The original simple old-age model can only meet the basic needs of the elderly pension,and can not solve the elderly medical problem.It is urgent need to establish a health care service model,to make up for the old-age pension deficiencies.In view of the above reasons,this paper,based on the methods of literature research and comprehensive analysis,introduces the current situation of the development of medical service in China,and analyzes the relationship between the medical model and the old-age pension in China.Based on the academic exploration and practice of the domestic and international health care model,this paper explores the path of combining the old-age mode with the background of our country 's national conditions and satisfying the real needs of the old-age care.First of all,this paper systematically expatiates on the related concepts and basic theories involved in the combination of medical care and the old-age service model.On this basis,it introduces the main old-age service model running in China's current pension practice,This paper summarizes the achievements of the pilot areas in China,analyzes the main problems in the construction,mainly for the aspects of supervision,institutional setting,fund raising and staffing,and digging around the above problems.The reasons for its existence,for the later to build a scientific,in line with China's national conditions of health care combined with old-age service model has laid a solid foundation.Secondly,this paper studies the relationship between the nursing and the old-age care model and the pension reality in China.Based on the current political,economic,social and technological environment of China by using PEST model,this paper analyzes the macro environment of the establishment of medical care and the old-age service model.The SWOT model is used to analyze the microcosmic environment of the establishment of the mode of health care combined with the advantages,disadvantages,opportunities and challenges of the pension service model.Thirdly,the foreign developed countries enter the aging society first,and realize the importance and seriousness of the old people's care problem.Therefore,the establishment of the medical service and the old-age service model is earlier.This paper mainly selects two countries of the United States and Japan,It has established a sound laws and regulations,and a wide range of financing models.It is a template to develop the domestic combination of medical and care model.At the same time,some pilot areas in our country has also made some achievements,the above experience for the establishment of our medical Provide a prerequisite for raising the old-age service model.In the end,the paper puts forward the following five suggestions: First,at the policy level,it is necessary to perfect the policies and regulations to standardize the mode of medical and health integration,to determine the industry standard of the model;Secondly,in the management level,we should set up the organization and increase the relevant personnel training efforts;the third,at the financing level,we should innovate financing mode;Fourth,at the operational level,we should use a variety of forms of contractor services,and time bank solution Personnel shortage;Fifth,at the institutional level,we should establish a healthy communication mechanism,the use of Internet technology for information management.
