Research On Home Care Services Under The Model Of "three-community Linkage"

In the last ten years,the government and the public are continuously exploring and trying new ways to alleviate the increasingly severe crisis of aging.A new mode of elderly care called home-based elderly care,which neither completely depends on the government nor solely relies on individual families,has gradually appeared and become on of the important means for the government to alleviate the aging crisis.This paper takes Huangpu Town in Zhongshan City as an example,Focusing on the “C-S-S linkage”,the paper does a systematic analysis on the positioning of the communities,social organizations and social workers in the home-based elderly care services and a deep exploration on the interaction patterns among the three parts.In the “C-S-S linkage” mode,communities act as resource coordinators and service supporters,social organizations act as coordinators and implementers of services and social workers act as planners and optimizers of specialized services.The three parts are complementary,supportive,referential and supervisory to each other.They cooperate in a symbiotic environment.Under the “C-S-S linkage” mode,the home-based elderly care services are de-administrative and more targeted,and the rights and responsibilities are clearer.These strengths promote the government’s decisions more scientifically and effectively.On the other hand,although Guangdong province has issued the Guidelines for the Standardization of Home-based Elderly Care Services in Guangdong Province,based on which Huangpu Town has also issued a corresponding service manual,the content of these documents is rather rough.Many services are not in accordance with market demands or actual needs.The linkage mechanism for the home-based elderly care services under the“C-S-S linkage” mode is not mature;the strong alliance of the three parts is not achieved;the home-based service system is not scientific enough.What functions the communities,social organizations and social workers have in the "C-S-S linkage" and how they interact with each other are not clear.In response to these problems,the writer proposes solutions from three aspects based on the results of the research and his personal experience.For the government,it is necessary to introduce a standardized system for the home-based social elderly care services expeditiously,empower social organizations and social workers and increase capital investment.For the communities,it is necessary to further mobilize social organizations and social workers and classify the elders.For the social organizations and social workers,it is necessary to coordinate more social resources,strengthen the professional training for the social workers of the home-based elderly care services and promote policy advocacy actively.These solutions will push the “C-S-S linkage” to operate more efficiently and scientifically while make home-base elderly care services more professional,more comprehensive as well as more targeted.
