Research On The Government Function In Industrial Structure Improvement

During the development period of the "12th five-year" plan,the economic objectives of China are gradually changed into the steady developing situation of "Restructuring industry,Changing developing ways and Promoting innovations." All of the industries of China are now setting long-time goals and looking forward to the promotion and key points of the industrial restructure.Currently,China is now at the leading position of upstream and midstream chemical industry.However,there is a long way to go for its downstream chemical industry.In recent years,China's chemical industry has become rapid developing.Procuring capacity of many chemical products has read the top levels of the world.However,the overall developing level of China's chemical industry is now still in the first stage.Many of its exporting chemical products are simply processed and low added value.High energy consumption,heavy pollution and low added value reflects the undeveloped fact of China's chemical industry.At present,the chemical industry of developed countries are shifting to technology intensive and capital intensive.In this case,it is necessary for the chemical industrial parks to promote and update their industrial structure.Only in this way China's chemical industry could keep pace with the international level as soon as possible and make outstanding contribution to the development of China's strategic emerging industries,This dissertation starts from the point view of management and firstly gives clear definitions of government's role and functions during the process of industry transformation and upgrading.Afterwards,the current situation of industrial structure are also pointed out.During the analysis,this paper paid more attention to the importance and function of the government during the upgrading of industrial structure.In the second place,based on these theoretical basis and author's relationship with Jiangsu Yangtze River international chemical industrial park,this paper comprehensively and systemically grasp the current development situation and future development plan of the chemical industrial park.Via the complete understanding of the situation,this paper then set up the function goals of the industrial structure transformation of the industrial park.Meanwhile,this paper makes deeming discussion of the possible problems that may occur in policy,finance and human resource environments during the transformation process.For the possible problems in the process of structure optimization of the chemical industry park,this paper uses the theory of government intervention and the new public service theory and gives suggestions from three aspects: Strengthen the policy supervision,promote the integration of industry and finance,and improve the talent introduction mechanism and supporting facilities construction.This paper hopes that these measures can provide reference for the local government in the process of industrial structure optimization in the industrial park.
